நீ கறை படிந்தவன்
எப்படி எமது புனிதப்போரில்

கங்கையிலே மூழ்கி
இமயமலையின்
உச்சியிலே ஏறியமர்ந்து
எத்தனை தவமியற்றினாலும்
உனது பாவங்களைக் கழுவ முடியாது

உனக்குத் தேவர்கள் வரமளித்து
உன்னை மீட்டெடுப்பார்கள்
என்று மனப்பால் குடியாதே

நீ மதம் மாறிப்
பாவமன்னிப்புக் கோர
எந்தத் திருச்சபையும்
உன்னை அனுமதிக்கப் போவதில்லை

நாங்கள் புனிதர்கள்
அதனால் எத்தகைய கேள்விகளுக்கும்

ஒடுங்கிய உடற்கூட்டிலிருந்து
வழிந்து விழுந்த ஊனமாய்
எகிறிப் பாய்ந்த இச்சைகளாய்
இன்னும் என்னவாயோ எல்லாம்
சில என்னுள் அடியுண்டு கிடக்கின்றன

அனைத்தையும்
சுமந்து கொண்டு
எனது நடைபாதைப் பயணம் தொடருகின்றது

விளங்காத கதையொன்றை
வெறி கொண்டு வாசிக்கும்
சிலரைப் பார்த்து
அசட்டை செய்யாது
அகன்று கொண்டிருக்கிறது
பெரும் மக்கள் கூட்டம்

அந்தக் கூட்டம் எழுப்பிய பேரொலி
இன்னும் ஓயவில்லை
அது எழுப்பிய அலை வெள்ளத்தில்
அனைவரும் அடித்துச் செல்லப்பட்டனர்

அன்றொரு நாள்
நான் காலணியற்ற பாதத்துடன்
நடந்து கொண்டிருந்தபோது
பாதம் பதித்த நிலமெலாம்
எமது நிலம் என்றார்கள்
இன்னும் சிலர் ஆங்காங்கே
ஓடிந்து கிடந்த துண்டுப்புலங்களையும்
தங்களது சொந்த நிலப்பரப்புக்கள்
என்று கூறினார்கள்

கடும் பனியில் நுழைந்து
பயணம் அமைந்ததுவாய்
பெருந்தூரம் அலைந்தாகி விட்டது

இன்னும் ஏன் அவை
என் நினைவுச்சுழியில்
உக்கி அழிந்து விடவில்லை

India’s concerns in worsening Sri Lankan situation

Though New Delhi has tried hard to keep up the subterfuge, nobody in Sri Lanka quite believed it. Despite all its protestations to the contrary, India has been intimately involved in Sri Lanka’s ‘peace process.’ At the same time it has also been making inroads into the island’s economy through investment and trade.
But of late, ever since the government of President Mahinda Rajapakse came to power, Delhi’s posturing has changed. It has been more forthright in its statements on affairs in Sri Lanka and is alleged to have admonished the Sri Lankan government hierarchy on more than one occasion on human rights violations and other such misderneanours.
India has also alluded to tile ethnic conflict as a symptom of the unfulfilled aspirations of Tamil people, which the Sri Lanka government was continuing to ignore by resorting to force. Though pointed references to the aspirations to the “Tamil people” is usually an attempt to define Tamil aspirations as distinct to that of the LTTE’s and thereby divide and rule, one has to admit it is an improvement on New Delhi’s usual equivocation.
There are a number of reasons for this change in the posture of the Indian government. One no doubt is the astuteness of the LTTE in pursuing its political goals. The Tigers’ judicious mix of politics, diplomacy and war such as the moves to marginalise the SLMM and selective use of force without having to be blamed for negating the CPA in its entirety, show their growing ability to negotiate the pitfalls of the international system. The response of the international community has been the now-predictable proscription of the Tigers by states and regional organisations, some of which, such as the European Union’s ban, the rebels have used to their advantage.
The second set of problems is connected to political developments in South Asia and the Indian Ocean. One of them has been the ability of the Rajapakse administration to successfully negotiate assistance from two countries that India considers its rivals in the Asian region— Pakistan and China.
Both countries have been responsive to supply Sri Lanka with military equipment in the past quite unlike New Delhi. While India has been undecided on the Defense Pact with Sri Lanka and limited its military supplies to non-offensive weapons — even its supply of radars to Colombo has met with stiff criticism in Tamil Nadu — both Islamabad and Beijing have been more forthcoming.
Second, though Delhi is supposed to have told Colombo that it is not worried from where it procures weapons as long as it does not affect India’s strategic interests in the region, the fact is that such procurements have to be seen in their overall context.
China’s growing interests in the Indian Ocean is well known. These interests are said to be twofold: (1) hemming in India by formatting a ring around its Asian rival, that is now cooperating with the sole superpower the United States for mutual benefit and (2) to develop strategic partnerships with countries in the Indian Ocean region in fear that expanding US interests in the Persian Gulf and the Indian Ocean might choke its (China’s) oil route from the Gulf.
Such strategic partnerships include involvement in projects that have both economic and military significance. For instance, China has pumped massive amount of finds into the development of the port of Gwadar on the western littoral of Pakistan on the Arabian Sea. Gwadar not only gives China a facility in close proximity to the Straits of Hormuz through which a large proportion of the world’s oil from the Persian Gulf passes, but is also a listening post to monitor US military and Other activity in the Gulf.
Gwadar is only one port in China’s strategic presence in the lndian Ocean it calls a ‘string of pearls.’ The other ‘pearls’ include Marao in the Maldives, the importance of which prompted New Delhi to increase its defense cooperation with the Gayoom regime including gifting a fast attack craft. Myanmar from which not only is Beijing purchasing oil and natural gas, but supposed to be using part of its territory as a listening post of Indian maritime activity in the Mdaman and Nicobar islands. Beijing also has a naval presence in Bangladesh and Thailand. Though these countries dot the Indian Ocean sea route from the Gulf to China, they also form a girdle around India. New Delhi’s fears of encirclement are only enhanced by China’s influence in the political developments of Nepal as well.
In Sri Lanka, China’s hand is not evident as yet of a strategic presence. However, Beijing has become more influential after President Mahinda Rajapakse ascended to power than before. Rajapakse, despite protests by the Catholic Church and others went through with the Noracholai power generation deal. The Chinese are also deeply involved in the developing the Hambantota port. Hambantota opens onto the sea lanes south of Sri Lanka where a substantial volume of sea traffic both commercial and military bound eastwards passes.
Increasing Chinese presence in the Indian Ocean, which New Delhi considers as part of its sphere of influence, the purchase of weapons from by the Colombo regime from Pakistan, seen in conjunction with the LTTE’s deft maneuvering of the international system could be why India is becoming more vocal in Sri Lankan affairs.
However, New Delhi’s uneasiness about the situation in Colombo is not such that it is willing to go along with the donor co-chairs to the Sri Lankan peace process in finding a solution to island’s ethnic problem. Since India regards Sri Lanka as being within its legitimate sphere of influence, it is not happy where it is forced to cooperate with die co¬-chairs (US, EU, Japan and Norway), all which are firmly established as part of the western bloc. New Delhi wants to go it alone. Besides, the co-chairs are pushing the Oslo Declaration as the constitutional basis of a settlement, which favors regional autonomy, whereas India is happier with the Indian federal structure, as prototype for a settlement in Sri Lanka.
India is using the refugee situation in Tamil Nadu as a way whereby it could resume a more comprehensive involvement in the affairs of Sri Lanka — especially the northeast. And it is using Tamil Nadu leaders rather than those of the central government to whip up sentiments about the displacement from northeast, while seeing to it that things do not go out of control as it did in the 1980s.
Muthuvel Karunanidhi, leader of the DMK and the chief minister of Tamil Nadu speaking to the Indian Prime Minister Manmohan Singh and Indian National Congress leader Sonia Gandhi said that he had told Arumugain Thondaman: “The central government’s policy (on Sri Lanka) will be the (Tamil Nadu) state’s policy.”
Says M. R. Narayanan Swamy, well-known political analyst and author of a study of LTTE Leader Velupillai Prabhakaran Inside an Elusive Mind, “What was left unsaid (by Karunanidhi) was if New Delhi considers the… LTTE a terrorist outfit, or draws a distinction between the Tigers and the Tamil people, then that will be Tamil Nadu’s view too” (IANS 06.06.06).
New Delhi has been indeed drawing that distinction — in fact in the past it has cautioned Sri Lankan leaders that the just aspirations of the Tamils have to be met. What is more, it has also been promoting the anti-LTTE Tamil groups such as Karuna’s TMVP, the EPDP and the EPRLF (Vàrathar Group) as part of a ‘democratic alternative’ to the LTTE. These groups are paramilitary units working with the army, while the EPDP has a toehold in parliament as well. They have the support of the Sri Lanka government too to emerge as a contending force to the Tigers, hoping the low intensity war in the northeast weakens the latter.
A consideration paramount in Indian thinking is that frill scale military conflict should not commence soon because it could result in the LTTE taking the upper hand through military conquest that will undermine New Delhi’s plan entirely. Therefore, it is in the interest of Colombo and Delhi to foster a low intensity conflict, compel refugees to become an issue in India and use the disenchantment created by continued killings of individuals, including Tamil civilians, to emerge as apolitical and existential problem in the northeast. It could give the space for New Delhi to move in through its anti-LTTE proxies.
On the other hand, thinking is said to be evolving within South Block and elsewhere in the Indian establishment that the Tigers are too powerful a force and too well entrenched in power, at least in the north of Sri Lanka, to be dislodged by Colombo and its Tamil cronies-This school of thought believes that dialogue between the LTTE and Delhi has to become a reality. However this school remains a minority.
An impediment for a more favorable impression of the Tigers is-the negative perception they have among influential sections of the Indian population, mostly due to the media. If such a mindset has to be changed the air surrounding the assassination of former Indian Prime Minister Rajiv Gandhi has to be cleared. LTTE chief negotiator Dr. Anton Balasingham has said that his words to NDTV on the expression of regret over the assassination of Rajiv Gandhi were misquoted. It is true perhaps. But strangely, one feels that it might have set in motion a process.
The sinister design behind Karuna’s child recruitment drive
The Karuna group’s recent drive of recruiting children after abducting them from the government—controlled areas in the east has a design far more subtle than merely replenishing its cadre. The exercise is also a sinister form of achieving the political and social legitimacy the group is desperately looking for from the people of the east.
In the wake of the parents’ tearful appeal that their children be released the group has said they will allow the parents to meet the new recruits but that they might have to come to the camps the group is running in the government-controlled areas of the east.
The meeting is to take place on the day the child cadres’ training comes to an end and during the passing out ceremony. The Karuna group hopes to transport the public to their camp and capture their arrival on video. It is hoping to then use the video, without showing the context in which it was taken, as popular endorsement the group is getting from the eastern public.
The fear however is that the LTTE will be lying in wait for the young recruits. The moment they are mobilised the LTTE, as it does to other cadres of the Karuna group, will hunt them down. There is going to be mayhem in the east.
But it appears Karuna hopes to turn such tragedy too to profit. I-Ic is hoping that the LTTE will actually kill his new recruits — at least some of them — because he could turn the tragedy into a public spectacle of mourning thereby adding support to his cause as well as to the LTTE’s discomfiture.
It is this sinister design of augmenting ‘support’ that has led the Karuna group to even agreeing to meet representatives of TJNICEF on child soldiers. The renegade and his followers have designs that have much greater import than merely acknowledging abductions and negotiating their release, or for that matter replenishing its cadre.
What is also interesting is that this bizarre tactic of demonstrating support was undertaken by the Tamil National Army (TNA) in the late 1 980s. The TNA was a rag-tag-and-bobtail armed group raised by the IPKF to offer protection to the then North and East Provincial Council (NEPC) government from local cadre. The identical fate that befell them awaits Karun’s child recruits too.

Soon after signing a memorandum of understanding (MoU) with President Mahinda Rajapakse’s SLFP, Rain! Wickremesinghe, head of the lIMP, said that both parties were interested in studying Indian constitutional arrangements as a way of resolving the ethnic problem in Sri Lanka.On 28 October, the opening day of the recent peace talks in Geneva, government chief negotiator Minister Nimal Siripala de Silva spoke about, “A Sri Lankan model of devolution will be devised for an undivided country to address the root causes of this conflict,” but added, “It will also be a model which will be consistent with regional geo-political realities.”Meanwhile, the Representative Committee of the All Party Conference (APC) visited India to study the Indian model of devolution.

Soon after its return, head of the Committee Minister Tissa Vithana told the media very self¬ righteously that arrangements for the devolution of power in the Indian constitution were unsuitable to be grafted onto the Sri Lankan system, except with modification. Of the features in the Indian system that had caught the eye of the Sri Lankan delegation, he mentioned the structure of local government, or the panchyats.To this writer however, the very fact that the APC believes Tamil aspirations could be satisfied, even by a modified form of Indian federal arrangements, is a strong signal of how miserly the Conference is going to be in its recommendations. Whatever modifications are contemplated, if the system of Indian federalism Is going to be the basis for sharing power in Sri Lanka, the Tamils can be assured it will be a repetition of ‘too little, too late.’India has openly touted its constitutional arrangements to devolve power to the ethnic, linguistic, religious and tribal groups living in the vast subcontinent, as an appropriate prototype for Sri Lanka to emulate.

In the past, Sri Lankan government officials were reportedly given ‘lessons’ by the Home Ministry in New Delhi on how Indian federalism worked,The way whereby ‘the Indian model’ has quietly crept into public discourse, especially after the JHU reportedly agreed to it, demonstrates only too well that it is going to be the buzzword framing the debate on what will be the appropriate constitutional model to resolve Sri Lanka’s ethnic problem. (Udaya Garnmanpila, however, later denied the THU had agreed to the Indian model as a prototype, stating instead that his party had only expressed approval of the Indian constitution’s centralising features.)Though it is fast assuming the proportions of a mantra in the south, it has to be said at the very outset that the ‘Indian model’ falls far short of what was envisaged in the Oslo Communiqué of December2002.

The communiqué set down the principles of a settlement which were to “explore a solution to end the island’s conflict founded on the principle of internal self-determination in areas of historical habitation of the Tamil speaking peoples, based on a federal structure within a united Sri Lanka.”Soon after the communiqué was issued, Lilt’s chief negotiator Dr. Anton Balasingham told the media approvingly, “It is, as far as the LTTE is concerned, in line with a regional autonomous model based on the right to internal self-determination of our people in the historical areas where the Tamil and Muslim people live. This model of self-government we were refining to has to be couched or properly conceptualised within an appropriate constitutional form…”[TamilNet 05/12/02]

The Indian constitution has been called a great many things, among them “quasi-federal,” meaning that in its organising principles it has more centralising features than other constitutions, such as the U.S. constitution. By centralising features it is meant that the central government retains for it self powers, whereby it can impose control over the devolved units, (which in India are known as states). This is a far cry from Balasingham’s ‘model of self-government” or regional autonomous model”The reason for the framers of the Indian constitution to favor a strong central government was fear of external threat.

The constitution was drawn up soon after Partition and New Delhi knew it had a permanent enemy in Islamabad. India’s tendency to strengthen the Union only increased through the 1950s, as the threat from an emerging China burgeoned. But it must be said that despite fear of external threat, the Linguistic Recorganisation Commission was set up in 1955 due to the rice of linguistic nationalism thin India. The commission’s recommendations lead to the break-up of several existing states though due consideration was given to strengthening the unity and security of the country.But in the case of Sri Lanka, from where does the external threat’ emanate?

It is fairly obvious there is nothing of the sort. But strengthening the centre would also give more powers to Colombo and provide it a lever to continuously meddle in affairs of the devolved unit’s. This was commonplace in India too, especially under Prime Minister Indira Gandhi.Central to the whole exercise of using the Indian constitution as a model is as to how its federal aspects, which are features of parliamentary government, are to be to be grafted on the Sri Lankan system that is presidential.

The centralising features of the lndian constitution referred to above, depends greatly on an elected, bicameral legislature, with various safeguards and an activist judiciary. Sri Lanka on the other hand has a highly centralised presidential system, where the directly elected president is head of state, government and cabinet, as well as is commander-in-chief of the armed forces and appoints judges of the superior courts. What is also very important, is that none of our presidents, (despite one of them even giving an undertaking and a deadline to do so), has ever seriously thought of relinquishing the enormous powers they have enjoyed.The Indian constitution ensures parliamentary supremacy by giving the central legislature very substantial powers, both during times of emergency and otherwise.

These include residuary powers vested in parliament that provides for parliament to override state legislatures when there is conflict between their respective jurisdictions; a Concurrent List where, once again, parliament has powers to override the states, in addition to various provisions the two houses of parliament enjoy during emergencies and crises.For instance, when an Emergency has been proclaimed, parliament has the right under Article 250, to legislate on any matter included in the State List, (which is the list of powers devolved to the Indian states), either for the entirety or part of India. Under Article 352 the central government also has exclusive power to determine when there is a national emergency. By usingArticle 250, parliament has widened powers of the central government on different occasions, including through the introduction of the 42~ Amendment (1976) that gives the government the right to deploy the military in any of the states, while retaining control over the armed forces.Further, Article 356 allows the union government to intervene and take over the government of any state, a provision which has come to be known as ‘president’s rule.’ From 1950, president’s rule has been used more than 100 times, especially by Indira Gandhi,to remove state governments from office under various pretexts.Under Article 249, the Rajaya Sabha, (upper house) can make resolutions if supported by two-thirds of its members present and voting, for parliament to pass laws in the national interest on any matter in the State List. Such a resolution is however operational only for one year, and has to be renewed.In addition to these powers, in the interest of further strengthening the centre, the President of India appoints the governors of the states, who remain creatures of the centre, and one of their important functions is to reserve bills passed by the state assemblies for consideration by the president.

Additionally, the functions of the Finance Commission and Planning Commission also fortify the centre vis-à-vis the states.All the above measures that ensure centralisation of power, including those of the president, revolve around the Indian parliament. And, it has to be acknowledged that despite the southern states claiming that a feature of the Indian Union is the domination of the South by the Hindi speaking states, matters never came to appoint where there was a substantial and sustained war against the Union demanding secession. Incipient tendencies towards secession were nipped in the bud by moves such as the linguistic reorganisation of states.Political developments in post-independence Sri Lanka were quite different.

It has been the long-held view of the Tamils that both constitutions promulgated in independent Sri Lanka did not have their consent. Consequently, they have looked upon parliament as an organ of oppression — of Sinhala hegemony that has curtailed their rights and liberties. In other words, parliament was not seen as an instrument guaranteeing equality between the Tamils (or Tamil-speakers) and the Sinhala-speaking majority. It was a feeling that the political system was unjust and biased against the Tamils that led to the Vaddukodai Resolution (1976) demanding a separate state, followed by an armed struggle from the 1980s towards the same objective.One of the features of the Indian political system that appears to have won the admiration of Sri Lankan politicians is the ‘Panchyati Raj,’ an extensive and complex system of local governance.

The need to recognise local level socio-political realities in India led to the demand for greater democratisation and access to power at the grassroots. The institutional arrangements that were created in response to this were the panchayats.The panchayat system, which was the result of this demand for subsidiary, gave local bodies not only agency to facilitate local development, but also promote participatory democracy. They ushered into the Indian political structure multi-level federalism.The objective of the panchyat system is to facilitate power sharing at the sub-state level, which consists of three tiers — village assemblies I urban municipalities, blocks and districts. All three bodies are elected with reservations for traditionally dis-empowered groups such as lower castes, tribes and women.

In keeping with institutions functioning at a sub-state level, certain subjects that were hitherto under the purview of state governments were transferred to the panchyats; their revenue was ensured through grants by the central and state governments, while they were also permitted to levy local taxes. The control of finances also allows a degree of local planning through district planning committees.There are two opposing theories on the efficacy of the panchyat system in India.

One: it is nothing more than administrative decentralisation that seeks to delegate financial and administrative powers to local authorities. This perception is based on the reality that the panchyats derive their powers through legislation passed by the respective states. Further, Panchyati Raj is also seen as only nominally democratic because its mobilisation targets only the elites at the grassroots, and provides them with a channel to reach the top.The opposing view is that panchyati raj does provide for subsidiary and local power-sharing that gives expression to grassroots political and social realities which cannot be adequately addressed through devolution at the state level.What should detain us however is the attraction subsidiary has for members of the Representative Committee of the APC studying the Indian model.

Why does it interest them? One reason could be because, traditionally, the southern political establishment has been favor of local (district) level devolution rather than to larger units — especially in the east — precisely because district-level devolution would hamstring the Tamils from taking decisions and compel them to depend on the Sinhalese and Muslims. (This was the reason the LITE had to ensure that district level political arrangements in the ISGA did not upset the regional balance.)What about the Muslims?

It is inconceivable that Muslim concentrations in the east will be satisfied with Panchyat level powers because there is a mismatch between what eastern Muslims now demand, and what any local level devolution traditionally offers. But on the other hand, the government might be proceeding on the basis that a panchyat system with certain modifications could work for the Muslims in a dc-merged Northeast Province We should also not forget that panchyat level power sharing will allow a say to the Sinhalese in the Tamil-dominated plantation areas.While progressive centralisation has been the trend in centre-state relations in India, it does not mean there have been no attempts to review or arrest it. The Sakaria Commission was one such attempt that recommended the centre does not antagonise the states by proposing schemes on subjects exclusively under the purview of state governments. Similarly, the Indian Supreme Court ruled in 1994 that the discretion of the centre under Article 356 to dismiss state governments was qualified and not absolute.Moves have also taken place to strengthen the Inter¬state Council (IC), which is a forum to address and resolve in the spirit of cooperative federalism, issues arising between state and state, or the centre and state/states. For instance, the IC agreed that residuary powers vested in the Union List be transferred to the Concurrent List, and that the centre consult state governmenth when dealing with legislation on subjects in this list. In keeping with the same spirit, the IC has also decided that the implementation of Article 356 be modified and the union government act less arbitrarily when declaring emergencies and do that in consultation with the state government/s concerned, especially when deploying troops.While all these are remarkable moves that demonstrate India’s is a ‘living constitution,’ the vital issue is that the dominance of the centre over the subunits is woven into the very fabric and structure of the Indian State, unlike for instance, Switzerland. All the tinkering with the Indian constitutional provisions will not alter this fundamental fact.Another basic issue that demonstrates the inadequacy of the Indian model being suitable to Sri Lankan conditions is the asymmetry in size between the federating units.The Indo-Lanka Accord (1987), the l3thAmendment to the Constitution and the Provincial Councils Act were primarily designed to help power sharing between the Sinhalese, Tamils and Muslims. But if we were to look at the history of the provincial councils in Sri Lanka that have been in existence since 1988, one unmistakable feature has been a singular lack of interest among the Sinhala people for federalism. No doubt they would be happy with administrative decentralisation afforded by a delegation of power to a local level, but federal arrangements specifically designed to promote equality and social justice for all by sharing power with other communities has not kindled their enthusiasm.One important reason-for this is the gradual homogenisation of Sinhala society with caste and regional cleavages becoming relatively less important than they were at the time of independence. Though conflict between competing religious groups within the Sinhala polity has recently intensified, religious minorities are, by and large, not territorially based, leading to territorial-based federalism, which the Tamils demand, not finding sustained resonance in Sinhala society.“A desire for federal union among communities is a first and obvious factor which produces in them the capacity to make and work a federal union,” says K. C. Where in his classic Federal Governmen (1951). It is rather obvious there is very little interest among the communities of the South for federal union with the Northeast, but there is every reason to believe international opinion might force them towards it. On the other hand as stated above, the structure of Sinhala society is such that there are no competing interests within it that merit federal arrangements for more wholesome self-expression.The upshot of this reality is that if Sri Lanka is to resolve its problems through federal arrangements, the federating units will be two, the Sinhala-dominated South and the Tamil-speaking Northeast. At the most there could be three units if the government succeeds in making the de-merger of the North and East permanent, but even if this unlikely outcome was to succeed, it des not substantially gainsay the following argument.It is obvious that if such a union were to take place, the asymmetry in size, wealth, population, natural resources and other attributes between the two federating units will be a contentious issue. And for such a union to remain viable a number of measures will have to be adopted that safeguards the autonomy of the smaller unit to govern itself in the areas where the constitution gives it jurisdiction to do so. Where in reference to asymmetry between federating units says that it is undesirable for one or two units being too powerful that they overrule the others.On the contrary, one of the main reasons for the Indian model of federalism to take on the contours it has is the multiplicity of ethnic, religious, tribal and other groups it embraces, scattered across 28 states and seven union territories. Even if the states are not absolutely symmetrical in terms of size, wealth etc, the very fact there are a multiplicity of units allows for a certain type of dynamic to operate that will never be present in any federal union in Sri Lanka between the South and Northeast, or even if the North and East were different political entities. The Indian states have interests that sometimes compete and at other times coalesce, allowing for an overall stability of the union-This being absent in Sri Lanka makes the Indian model inappropriate for emulation.To top it all, when the Indian Union became a reality with independence in 1947, none of the federating units, either from the provinces coming under direct British rule or the princely states, had armies comparable to that of the LTTE’s today; nor did they have a record of belligerence with each other in British-occupied India as is the case in Sri Lanka. Therefore, is a quintessentially centralised federal structure as that of India’s, robust enough to absorb the military assets and personnel of a rebel army?There are two problems that one envisages.

(1) There will definitely be friction between the two groups because of a history of animosity and bitterness. Though it is not openly stated because of fear of repercussions, the fact remains the army is deeply suspicious of Karuna Group cadres despite the latter being deadly foes of the Tigers and an important part of military counterinsurgency operations in the East and Colombo. If this so of Karuna, how much difficult would it be to absorb L’JTE units into the Sri Lankan army or police.

(2) Will the Tamils, knowing the record of the perfidy of successive Sri Lankan governments, be agreeable to the LTTE decommissioning weapons till they have total confidence that Colombo is prepared to observe and respect federal arrangements?An optimist would say all the above arguments are without substance because the Indian system of devolution of power is only a mode! and not something to be imposed lock stock and barrel on Sri Lanka. But that view has to be contested.

As mentioned in the beginning of this article, even the choice of a model is indicative of what the outcome of an exercise would be. And it can be said from the Tamil point of view that to use the Indian model as a starting point for devolutionary arrangements will be grossly inadequate.When the government party and the leading party of the opposition strengthen their ties through an MOU, and as one of their first undertakings embark upon selecting a model to share power with the Tamils that has strong features of central control, one is forced to wonder whether Sinhala hegemonism is not only alive and well, but has received a boost through southern consensus.—————————————————————————————————————————————————-

Tissainayagam: I always agitated against violence, fought for justice for oppressed


Tissa’s statement to the courts


Full text of Tissainayagam’s statement to the Court follows:
I wish to commence this statement with a brief introduction about my home.
My father was a government servant for 40 years. He served at the Department of Information and retired as its Director. Later he worked in the Prime Minister’s office as an Assistant Secretary and was the speech writer to the Prime Minister. I grew up in an environment of mixed ethnic groups in Colombo. In school too my friends were from all the different ethnic communities of our country. My first language is very much Englishand although I can speak Tamil, I am not very fluent in Tamil. After my high school I entered Peradeniya University and studied in English. There too all my friends were from different ethnic backgrounds.
I joined the Sunday Times in 1987 after university and later have worked as a journalist in a few English language national newspapers. I joined MARGA in 1989 pioneered discussions and engaged in research on how to solve the national issue peacefully.
While I was at Marga and later also, I helped OPFMD (Organisation of Parents and Family Members of the Disappeared :

* I helped the families of the disappeared persons from the South due to insurrection by collecting information and translating them into English to send to organisations such as the Amnesty International and the UN.
* Vasudeva Nanayakkara and HE Mahinda Rajapakshe gave it political leadership and took the documents to Geneva.
* Was always worried for the safety of the civilians.
* Intention was to stop the killing of youth, whoever they were.
Although I told all this when questioned at the TID, they never wrote these things down, and even when Razik dictated for me to write down he left all this out.
I spoke up for the employees and as a consequence my services were terminated. I filed an application in the labour Tribunal and was awarded compensation. Although Marga appealed to the High Court, it was dismissed.
1994 to 1995 – I worked on a project for UNICEF through an organization called “The Medium”. Went to the East and did a documentary on children left parentless due to the conflict due to activities of the LTTE, JVP, EPRLF, IPKF, State created violence and other paramilitary groups.
This was also left out of all my statements.

Disappearance Commission – 1994 to 96: I helped them in various ways, collected info, translated them into English, helped to coordinate with families. This was also left out of all my statements.

Knowledge of Tamil: I am not fluent in Tamil, my work has always been in English. I can speak Tamil, but am not fluent. For the first time after I left school I was made to write in Tamil when Razik forced me to take down what he dictated. This is what is now claimed to be my confession. I never wrote it on my own and I stand by the evidence I gave at the voir dire.
I was also scared of my eye conditions since I have had surgery for retinal detachment. If it recurred, I would go blind fully. Therefore even when I protested as the factual inaccuracies what is said to be my confession, I wrote it since Razik threatened me and also told me that I would be released soon if I co operated. He said that they had to send it to the Supreme Court.

Charge under the PTA: It is unfair and illegal to charge me under the PTA for acts said to have been committed during the operation of the Ceasefire Agreement when the government had given an undertaking to relax the operation of PTA and allowed the free movement of the people from North and South into both LTTE and government controlled areas.

I travelled to the North and East during the CFA, as a journalist, collected information about life there to include in my writings, interviewed people from a vast spectrum such as political leaders, religious leaders, scholars, the displaced people activists, NGO, LTTE leaders. I personally know that many other journalists also travelled to the North and East during this time for the same purpose. I have also spoken on the telephone many times with persons who lived in those places to obtain information.

A person called Baba never offered me any money I never received money from him or the LTTE.

North Eastern Monthly was run on a commercial basis. It was sold at bookshops like Vijitha Yapa and Makeen Bookshop. There were subscribers too. The Account Number in which to deposit the subscription money was printed in the North Eastern Monthly from the January 2007. Therefore the Account Number was available to anyone who bought the magazine.

I was and am still an advocate against terrorism. I have criticized terrorism in whatever form. I never advocated violence, my objective was to generate non violent means of resolving the conflict, my research, writings and work was towards achieving this.

OPFMD was at one stage involved in securing the release of soldiers and policemen captured by the LTTE. They made contact with the LTTE for this purpose and travelled to the Vanni also. In order to arrange these trips, I have often spoken on the phone in Tamil I could manage with their contact persons. This was also left out of all my statements.

I am a non violent person and always agitated against violence and for justice for the oppressed. By writing the two articles referred to in the indictment, I never intended to cause violence or communal disharmony and no such thing ever occurred as a result of those articles. This is all I have to say.

முள்ளிவாய்க்காலின் பின்னான தமிழ் அரசியல்
-நடராஜா முரளிதரன்-


இலங்கைத் தீவில் தமிழ்மக்களுக்கான அரசியல் என்பது இன்னமும் தொடங்கவில்லையென்று சமீபத்தில் எழுதியிருந்தார் தமிழ் எழுத்தாளர் ஒருவர். என்ன நிகழ்ந்தது, ஏன் இவ்வாறு தமிழ் மக்கள் இவ் இடரில் மாட்டிக்கொண்டார்கள் என்று தமிழ்மக்கள் அங்கலாய்த்து நிற்கிறார்கள். தமிழ் மக்களுக்கான அரசியல் என்பது இப்பொழுது ஒரு இடைமாறு காலகட்டத்தில்தான் உள்ளது என்று உரைக்கப்படுவது எத்துணை நம்பகத்தன்மை வாய்ந்தது என்றவாறெல்லாம் கேள்விகள் எழுகின்றது.

தங்களுக்கான அரசியல்வெளி வெற்றிடமாகிய சூழலில் பித்துப் பிடித்து அரசியல் சலிப்பு ஏற்பட்டு எதையும் உள்வாங்க முடியாதவர்களாக, எவற்றையும் சந்தேகக் கண்ணோடு நோக்குபவர்களாகவே தமிழர்கள் அதிகமாகத் தென்படுகிறார்கள். மறுபுறம் நடைபெற்று முடிந்த உள்ளுராட்சி சபைத் தேர்தல்களில் சிறிலங்கா அரசு அரங்கேற்றியிருந்த பல்வேறு சித்து விளையாட்டுகளுக்கப்பால் தமிழ்த் தேசியக்கூட்டமைப்பு பெற்றிருந்த வாக்குகளை வகுத்துப் பகுத்து, ஆய்ந்து அதன் நம்பிக்கை நூலிழையில் தொங்கிக்கொண்டு ஊசலாடி நிற்கிறார்கள் தமிழ்த் தேசியர்கள்.

மூன்று இலட்சம் மக்களும், பல்லாயிரக்கணக்கில் போராளிகளும் சிறிலங்கா அரசின் பிடியில் மாட்டி நிற்கையில் தப்பிக் கொண்ட, காடுகளில் ஒழிந்து கொண்டுள்ள போராளிகள் மீண்டும் தங்களைச் சுதாகரித்துக் கொண்டு எழுவார்களா என்பது குறித்த ஊகங்களைத் தத்தமது அரசியல் நிலைப்பாடுகளுக்கு ஏற்ப நாமெல்லாம் மொழிந்து கொண்டிருக்கின்றோம். ஆயுதப்போராட்ட யுகம் முடிந்துவிட்டது, நவீன தமிழ் அரசியலில் தோன்றிய ஒரு வீரயுகம் முடிந்துவிட்டது போன்ற விமர்சனச் சொல்லாடல்கள் எழுத்துருவம் பெறத் தொடங்கிவிட்டன.

போராளிகள் தம் மீது உடுத்தியிருந்த வீரம், தியாகம் போன்ற அணிகலன்கள் யாவுக்கும் நான்காம் கட்ட ஈழப்போரில் ஏது நிகழ்ந்தது போன்ற ஆய்வுகள் தொடர்ந்து கொண்டேயிருக்கின்றது. முடிவில்லாத கேள்விகளும், பதில்களும் வெளிப்பட்ட வண்ணம் அதன் சாத்தியங்களைத் தக்க வைப்பதற்கான சூதாட்டத்தில் நாங்கள் பகடைகளை உருட்டிய வண்ணம் இருக்கின்றோம்.

நான்காம் கட்ட ஈழப்போரில் மாவிலாறு, முகமாலை போன்ற சமர்களங்களில் தமிழ்படைகள் பின்வாங்கியதில் ஆரம்பித்த மக்கள் இன்னல்கள் இறுதியில் முள்ளிவாய்க்காலில் முடங்கிய சுமார் மூன்று இலட்சம் மக்கள் போரின் கோரங்களால் வதையுண்ட விதம் ஈறாகத் தமிழ் மக்கள் அநுபவித்த கொடுமைகள் இன்றும் உலகின் மனச்சாட்சி படைத்த மாந்தர்களின் இதயங்களைப் பிளிந்து கொண்டேயிருக்கிறது. நவீன தமிழ் அரசியலில் மாத்திரமல்லாது மூன்றாம் உலக நாடுகளின் அரசியல் எங்கணும் தனிநபர் தலைமை உச்சமாகக் காணப்படுவது நாமெல்லொரும் அறிந்த உண்மைதான். நவீன தமிழ் அரசியலென்பது மூன்றாம் உலக அரசியலில் இருந்து பிரித்துப் பார்க்கப்பட இயலாத பல்வேறு வகையிலான உளவியல் அம்சங்களைத் தன்னகத்தே கொண்டு விளங்குவதைப் புறந்தள்ளிவிட்டு எவ்வகையிலான மீளாய்வுகளையும் ஆரோக்கியமான விமர்சன வரையறைகளுடன் நாம் கட்டமைக்க இயலாது.

ஆயுதப் போராட்டம்தான் தமிழ்மக்களுக்கான விடிவைப் பெற்றுத் தரும் ஒரே வழி என்று நம்பிக்கை கொண்டவர்களாகவே தமிழ்மக்களில் பெரும்பாலானோர் நேற்றுவரை அசைக்க முடியாத நம்பிக்கையுடன் காத்திருந்தார்கள். ஆனால் இன்று வகைதொகையான கேள்விகளை எங்களுக்குள் எழுப்பிக் கொண்டு புலம்புகின்றோம். 40 ஆண்டுகாலத் தமிழ்த் தீவிரவாத அரசியல் வெறுமனே ஈழத்தமிழ் மக்களால் மாத்திரம் கட்டியெழுப்பப்பட்டதல்ல. அதற்கு 83களிலிருந்து 87வரை இந்தியா பல வழிகளிலும் உதவியிருக்கின்றது. அதற்குள் தமிழக அரசும், தமிழக மக்களும் அளித்த உதவிகள் உள்ளடக்கம். அவ்வாறு உதவிய இந்தியா எம்மோடு முரண்பாடுகள் கொள்ள ஆரம்பித்த வேளைகள் தமிழ்த் தீவிரவாத அரசியலின் முக்கியமான திருப்புமுனை. தமிழின் நவீன வீரயுகம் ஒன்று இந்த முரண்களைக் கட்டவிழ்ப்பதில் ஏற்பட்ட பலாபலன்களுக்குள் சிக்குண்டு விட்டது. இனி வரும் காலம் எவ்வாறாக அமையும்? என்ற கேள்வியே இன்று எம்முன் எழுந்து நிற்கின்றது.

யுத்தத்தின் படிப்பினைகளிலிருந்து அறிவு படைத்து இயங்க வைக்கும் ஒரு புதிய வீர மரபின் எழுச்சி அதாவது மரபு மாற்றம் குறித்து சிலர் கட்டியம் கூறுகின்றார்கள். தமிழ் மக்களின் வீழ்ச்சியிலிருந்து பெற்ற படிப்பினைகளிலிருந்து ஒரு புதிய தமிழ் அரசியல் வெளியை உருவாக்குவது என்ற அர்த்தத்தில் அவை கூறப்படுவதாகப் பொருள்படும். அண்மைக் காலங்களில் நான் மிகவும் தீவிரமாகப் பேசமுனையும் பேசுபொருட்களான ஜனநாயகம், வன்முறையற்ற அரசியல், அரசியல் இராஜதந்திர அணுகுமுறைகள் ஆகிய கருத்தியல்கள் எவ்வாறு இத்தகைய அரசியல் வெளியோடு அது தொடர்பான விவாதங்களை அல்லது உரையாடல்களை அல்லது கெடுபிடிகளை ஏற்படுத்தும் என்பதை அரசியலாளர்களின் எதிர்பார்ப்புகளுக்கு விட்டுவிடுகின்றேன்.

80களின் உலக அரசியல் சோவியத்-அமெரிக்க பனிப்போர் சிந்தாந்தத்தின் அடிப்படையிலே அலசி ஆராயப்பட்ட பின்னணியைக் கொண்டது. எம்மில் பலர் அன்று இவ்வாறான பனிப்போர் யுகத்தின் அரசியலுக்கு ஊடாகவே ஈழ அரசியலைப் புரிந்து கொள்ள முனைந்தோம். ஆனால், 90 களின் போது ஏற்பட்ட சோவியத் யூனியனின் உடைவின் பின்னரான புதிய உலக ஒழுங்கைப் புரிந்துகொள்ளவதில் எம்மில் பலருக்கும் புத்திஜீவிகள் உட்பட சிரமமிருந்திருக்கின்றது.

முள்ளிவாய்க்காலில் தமிழ்மக்களுக்கு ஏற்பட்ட வீழ்ச்சியின் தாற்பரியம் புதிய உலக ஒழுங்கைச் சரியாக உள்வாங்காததன் விளைவுதான் என்ற விமர்சனத்தை முன்வைக்கும் எந்த ஆய்வாளர்களாலுமே சிறிலங்காவின் இறுதி ஜனாதிபதித் தேர்தலின் போது சிறிலங்காவின் ஆளும் வர்க்கத்தைக் கூறு போட்டு இரு பெரும் சிங்களக் கட்சிகளான ஐக்கிய தேசியக்கட்சிக்கும், சிறிலங்கா சுதந்திரக் கட்சிக்கும் இடையில் அரசியல் சமநிலையை உருவாக்குவதன் மூலம் அவ்விரு கட்சிகளுக்கும் இடையில் பெரும் மோதலை ஏற்படுத்துவதனால் தமிழர் தரப்பு அடைய இருந்த சாதகச் சூழல் சுட்டிக் காட்டப்படவில்லை என்பதை இந்தப் பத்தியில் முன்வைத்து அன்றைய சந்தர்ப்பத்தில் அதனை இடித்துக் கூறிக் கொண்டிருந்த என்னால் ஜனாதிபதித் தேர்தல் முடிவின் பின்னர் "இனவாதம்" என்ற தலைப்பில் எழுதப்பட்ட கட்டுரையின் குறிப்பிட்ட பகுதியினை இங்கு முன்வைப்பது மிகவும் பொருத்தமானது என எண்ணுகின்றேன். மேற்கொண்டு அதனை வாசியுங்கள். (ஏனெனில் அன்றைய சந்தர்ப்பத்தில் சந்திரிகாவினால் கலைக்கப்பட்ட பாராளுமன்றத்தை சிறிலங்கா சுதந்திரக் கட்சி தலைமையிலான கூட்டு முன்னணி கைப்பற்றியிருந்தமை இங்கு குறிப்பிடத்தக்கது).


“இவ்வாறான மனிதப் படுகொலைகளைப் பயன்படுத்தி அரசியல் லாபம் பெறுவதற்கான முயற்சிகளையே அரசியல் அதிகாரத்தை அனுபவிக்கும் அதிகார சக்திகள் மேற்கொள்ளும். உலக வரலாறுகள் எங்கணும் மனிதப் படுகொலைகள் தொடர்ந்த வண்ணமேயுள்ளன. இனத்தின் பேரால், மதத்தின் பேரால், மொழியின் பேரால், ஊரின் பேரால், உறவுகளின் பேரால் என இப் படுகொலைகள் நியாயப்படுத்தப்படுகின்றன. நாடுகள், இனங்கள், மக்கள் கூட்டம் போன்றவை பிறிதொரு ஆக்கிரமிப்பாளனால் ஆக்கிரமிக்கப்படும் போதும், பலம் பொருந்திய நாடுகள் பொருளாதாரச் சந்தை வாய்ப்புக்களைத் தக்க வைத்துக் கொள்வதற்காக இராணுவ நடவடிக்கைகளை மேற்கொள்ளுகின்ற போதும் நிகழ்த்தப்படும் மனிதப் படுகொலைகள் மனித மாண்பினைச் சிதைக்கின்றன. காட்டுமிராண்டித்தனம் கட்டவிழ்த்து விடப்படுகின்றது. ஆகவேதான் நாகரீக சமுதாயங்கள் மனித உரிமைகளையும், மனித உயிர்களையும் காப்பதற்காகப் பல்வேறு உடன்படிக்கைகளை, யாப்புக்களை, சட்டங்களை இயற்றி வந்துள்ளன.

ஆனாலும் ஆளுமை படைத்த சமுதாயங்களால் இத்தகைய சட்டங்கள் தங்கள் நலன் சார்ந்து வௌ;வேறு விதங்களில் பிரயோகிக்கப்படும் வழக்கத்தையும் இன்றைய உலகில் நாம் காணுகின்றோம். இந்தச் சூழ்நிலையில் இன முரண்பாடு கூர்மையடைந்து முற்றிப் போயிருக்கும் இத் தருணத்தில் சராசரிச் தமிழ், சிங்கள மக்களிடையே இவ்வாறான மனிதப் படுகொலைகள் தீவிர இனவாதத்தையே மேலோங்கச் செய்யும். தமிழர் படுகொலைகளால் சிங்களவர்கள் மனம் மகிழ்வதும், சிங்கள உயிரிழப்புக்களால் தமிழர்கள் குதூகலம் அடைவதும் ஒப்பீட்டு அடிப்படையில் மேலோங்கி நிற்கும். எல்லா இனங்களையும் சேர்ந்த நல்ல மனிதர்கள் கூட இத்தகைய மனோபாவத்துள் ஆழ்ந்து, அமிழ்ந்து விடும் போது இனவாத அரசியல்வாதிகளுக்கு அரசியல் அதிகாரத்தைத் தக்க வைத்துக் கொள்வது சுலபமாகி விடுகிறது.

சிங்கள இனவாதம் மேலும், மேலும் தீவிரம் அடைதல் தமிழ் மக்களுடைய தேசிய சுயநிர்ணய உரிமைப் போராட்டத்துக்கு வலுச் சேர்க்கும், சர்வதேச அங்கீகாரத்தைப் பெற்றுத் தரும் என்பதை வலுவான வாதமாகத் தமிழ் தேசியவாதிகள் கருதுகிறார்கள். ஆனால் சிங்களப் பேரினவாதமானது ஓர் எல்லைக்கு அப்பால் சர்வதேச சக்திகளைப் பகைத்துக் கொள்ளாது காலத்தை இழுத்தடித்தும், தந்திரோபாய காய் நகர்த்தல்களில் ஈடுபட்டும், அரைகுறைத் தீர்வுகளுக்கு இணங்கியும் தனது அரசியல் சித்து விளையாட்டுக்களைத் தொடரும் என்ற உண்மையை நாம் வசதியாக மறந்து விடுகின்றோம்.

“சர்வதேசப் பாதுகாப்பு வலைப்பின்னல்” புரிந்த ரணிலிடமிருந்து தமிழ் மக்களைக் காப்பாற்ற முற்படுகையில் கிணறு வெட்டப் பூதம் எழுந்த கதையாய் இன்னுமொரு இனவாதப் பூதம் மேலும் வலுவான நிலையில் சர்வதேசத்தைத் தனக்குத் துணையாக அழைத்துள்ளமையை இங்கு நாம் நோக்க வேண்டும்.

மேலும் இலங்கைத் தமிழர் விடயத்தில் மத்திய அரசின் நிலைப்பாடுதான் தமிழக அரசின் நிலைப்பாடுமாகும் என்று தமிழக முதல்வர் கருணாநிதி வெளிப்படையாகக் கூறியுள்ளார். தமிழ் நாட்டுக்கு இந்த வருடம் இது வரையில் 3500க்கும் மேற்பட்ட ஈழத் தமிழ் அகதிகள் சென்றுள்ளார்கள். கடந்த பல வருடங்களாகத் தமிழகத்திற்குச் சென்று தஞ்சமடைந்து முகாம்களில் வாழும் பல்லாயிரக் கணக்கான அகதிகளின் துயர் தோய்ந்த வாழ்வு சொல்லில் விபரிக்க முடியாதது.

ஆயினும் இந்திய மத்திய அரசானது இலங்கையின் இறைமைக்குட்பட்டு இலங்கையின் தமிழ் தேசிய இனப்பிரச்சினையில் இலங்கை அரசுடன் முரண்படாது செல்கின்ற போக்கையே இன்று பட்டும் படாமலும் கடைப்பிடித்து வருகின்றது. எதிர்காலத்திலும் இதே உத்தியையே இந்திய அரசு கையாளும். அதே சமயத்தில் இந்திய அரசானது மறை முகமாக ஈழப் பிரிவினைக் கோரிக்கையைப் பலவீனப்படுத்தும் வகையில் இலங்கை அரசுக்குத் தேவையான சகல இராணுவ உதவிகளையும் வழங்கும். குறிப்பாகக் கடல் பிராந்தியத்தில் கூடுதல் உதவியை இந்தியா இலங்கைக்கு வழங்கும். எனவே இன்றைய உலகச் சூழலும், இந்தியச் சூழலும் ஈழத்தமிழ் மக்களுக்குச் சாதகமாயில்லாத சூழலில் எதைத்தான் செய்வது? ஏன்ற கேள்வி எழுகின்றது.

மேற்குலகின் நண்பன் என்று கருதப்படும் ரணில் ஈழத் தமிழ்; மக்களுக்குத் தீர்வை வழங்கியிருப்பார் என்பதை நான் நம்ப மறுத்தாலும் ரணில் அதிகாரத்தில் இருந்திருந்தால் நிலைமைகள் மேலும் சிறப்பாகத் தமிழர் தரப்புக்கு அமைந்திருக்கும் என்பதையே இங்கு நான் கூற விரும்புகின்றேன்.

ஜனாதிபதித் தேர்தலுக்குச் சில நாட்களுக்கு முன்பாக மிலிந்த மொறகொட வழங்கிய பத்திரிகைப் பேட்டியில் “சர்வதேசப் பாதுகாப்பு வலைப்பின்னல்” என்ற பொறி தமிழர் தரப்புக்கு எதிராக அமைக்கப்பட்டதாகக் கூறியிருந்தார். அதன் விளை பொருட்களில் ஒன்றுதான் “கருணா” என்பதும் அப் பேட்டியில் உள்ளடங்கியிருந்தது. இதனால் எழுந்த சர்ச்சையே ரணில் விக்கிரமசிங்கா சூட இருந்த மகுடத்தைக் குப்புறக் கவிழ்த்தது.

ரணிலின் “பாதுகாப்பு வலைப்பின்னலில்” நாடு துண்டாடப்படுவதிலிருந்து காப்பாற்றப்படும் என்ற உறுதி மொழி மேற்குலகினால் வழங்கப்பட்டிருக்கும் என்ற உண்மைக்கு அப்பால் தமிழர் தரப்பு அச்சப்படுவதற்குப் பெரிதாக ஏதும் இல்லையென்றே நான் எண்ணுகின்றேன். “கருணா” குறித்த மிலிந்த மொறகொடவின் கூற்றுக்கள் சிங்களப் பேரினவாதத்தைத் திருப்திப்படுத்த மொழியப்பட்ட மிகைப்படுத்தப்பட்ட கூற்றுக்களாக அமையும் வாய்ப்புக்களையும் ஒதுக்கித் தள்ள முடியாது.

ஆனால் மறுபுறத்தில் ரணில் தேர்தலில் வெற்றி பெற்று அதிகாரத்தைக் கைப்பிடித்திருந்தால் தமிழர் தரப்பு சர்வ தேச மட்டங்களிலே இன்னும் ஆற்ற வேண்டியிருந்த அரசியல் பணிகளுக்கான கால அவகாசம் கிடைத்திருக்கும். ஐரோப்பியத் தடை நிகழ்ந்திராது. உலகெலாம் புலம் பெயர்ந்து வாழ்ந்து கொண்டிருக்கும் ஈழத் தமிழ் மக்களுக்கும், தாய் நிலத்துக்குமான உறவு அமைதிச் சூழல் காரணமாக அதிகரிக்கும் பயணப் போக்குவரத்துக்களினால் மேலும், மேலும் இறுக்கமடைந்திருக்கும். சகல நிறைவேற்று அதிகாரங்களையும் ரணில் பெற்ற நிலையில் ரணிலை அம்பலப்படுத்துவதற்கான வாய்ப்பும் தமிழர் தரப்புக்குக் கிடைத்திருக்கும். இதற்கும் அப்பால் இனவாதப் படுகொலைக் களங்களிலே தற்காலிக அமைதிக்கான கால இடைவெளி இன்னும் சிறிது நீண்டு விரிந்திருக்கும்.

தமிழ் மக்கள் - நாடு கடந்த அரசியல்

முள்ளிவாய்க்காலில் வைத்து எடுக்கப்பட்ட தீர்மானத்திற்கு அமைவாக ஆயுதங்கள் மௌனிக்கப்பட்டுத், தமிழ்மக்களுடைய சுயநிர்ணய உரிமையை வென்றெடுப்பதற்கான அடுத்த கட்டப்பயணம் அரசியல், இராஜதந்திர வழிமுறைகளுக்கூடாகத் தொடரும் என்ற நிலைப்பாட்டைக் கடந்த நாற்பது வருடகாலப் பட்டறிவினை எமது ஈழ அரசியல் குறித்துப் பெற்றுக் கொண்ட என் போன்றோர் ஏன் தீவிரமாக ஆதரிக்க வேண்டியுள்ளது என்பது தொடர்பாக அலசுவதே இப்பத்தியில் எனது நோக்கமாக இருக்கும்.

இன்றைய ஈழ அரசியல் சூழலில் அரசியல் இராஜதந்திரப் பாதையினை முன்னெடுத்துக் கொண்டு ஆயுதப் போராட்டத்தை முன்னெடுக்க முடியாது. அது தற்கொலைக்கு ஒப்பானது. அவை சிறிலங்கா அரசுக்கு மேலும் சாதகமான சூழலை ஏற்படுத்திக் கொடுத்துத் தொடர்ச்சியான இராணுவ அழுத்தத்துக்குள் எம் மக்களை ஆழ்த்தி விடும் அபாயத்தை உள்ளடக்குகிறது. இறைமை படைத்த நாடு என்ற வகையில் அவ்வகை அணுகுமுறையானது சிறிலங்கா அரசுக்கு இன்னும் கூடுதலாக அதனது இராஜதந்திர நகர்வுகளுக்கு வலுச்சேர்க்கும் வகையில் மேலும் கதவுகளை அகலத் திறந்து விடுதல் என்ற வகையில் அமைந்து விடும் என்ற கருத்தோட்டம் அரசியல் அரிச்சுவடி தெரிந்த அனைவராலும் ஏற்றுக் கொள்ளப்படுவதாகவே நான் கருதுகின்றேன்.

தற்போதய அனைத்துலக ஒழுங்கில் நாம் அரசியல் இராஜதந்திரப் பாதையில் பயணிக்கும் அதே வேளையில் ஆயுதப் போராட்டத்தினையும் சமகாலத்தில் முன்னெடுப்பது முரணான இரு திசைகளில் பயணிப்பதற்கு ஒத்ததாக இருக்கின்றது. இது எமது மக்களின் நலன்களை மையப்படுத்தும் விடுதலைப் போரினை அடுத்த கட்டத்திற்கு நகர்த்திச் செல்வதற்குப் பலவித நடைமுறைத் தடைகளை ஏற்படுத்தும் எனப் பத்மநாதன் கூறுகின்றார். தடுப்பு முகாம்களுக்குள் தடுத்து வைக்கப்பட்டிருக்கும் மூன்று லட்சத்திற்கும் மேற்பட்ட மக்களையும், போராளிகளையும் பாதுகாத்து எவ்வாறு அந்த மக்களை இயல்பு வாழ்க்கைக்குள் இட்டுச் செல்வது, உயர்பாதுகாப்பு வலயங்கள் என்ற போர்வையின் கீழ் மக்களின் வாழ்விடங்களை, வயல்களை, தோட்டங்களை, கடற்கரையோரங்களை, வழிபாட்டிடங்களை, பாடசாலைகளை, நூல் நிலையங்களை, விளையாட்டு மைதானங்களைக் கையகப்படுத்தி நிற்கும் சிறிலங்கா அரச இராணுவயந்திரத்தின் கோரப்பிடியினில் இருந்து எவ்வாறு அவற்றையெல்லாம் மீட்டெடுத்து அவற்றின் சொந்தக்காரர்களான மக்களிடம் கொண்டு போய்ச் சேர்ப்பது போன்ற சங்கடங்களைத் தாங்கியவர்களாக நாமெல்லோரும் தவித்துப் போயிருக்கும் காலச்சூழல் இது. சிறிலங்கா அரசினால் சிறைகளில் தடுத்து வைக்கப்பட்டுள்ள பல்லாயிரக்கணக்கிலான போராளிகளின் எதிர்காலம், பாதுகாப்பு என்பன அனைத்துலகச் சட்டங்களின் அடிப்படையில் ஆய்வுக்குள்ளாக்கப்பட்டு அதனூடான அணுகுமுறையிலான நடவடிக்கைகள் அவர்கள் குறித்து மேற்கொள்ளப்படுமா என்பது குறித்த வலுவான சந்தேகங்கள் அனைத்துலக மட்டங்களில் எழுப்பப்படுகின்றன. எனவேதான் புத்திசாதுரியத்துடன் கூடிய முடிவுகளை மேற்கொள்ள வேண்டியவர்களாக புலம்பெயர்ந்த நாடுகளில் நாம் உள்ளோம். மக்கள் தமக்கான சொந்த இடங்களில் முடிந்தளவு விரைவாகக் குடியமர்த்தப்படுவதற்குரிய அரசியல் இராஜதந்திர அழுத்தங்களை முன்னெடுப்பதென்பது சர்வதேச சமூகத்தின் ஆதரவுடன் அனைத்துலக மனித உரிமைச் சட்டங்களை ஆதார தளமாகப் பயன்படுத்திக் கொண்டு மேற்கொள்ள வேண்டிய விடயமாகும். எனவே பயங்கரவாத முத்திரை குத்தப்பட்டுப் பலவீனமடைந்துள்ள எமது மக்கள் சமூகத்தை மனித உரிமைகள் என்ற தளத்தில் மீண்டும் ஜனநாயக விழுமியங்களை உள்வாங்கிய சமூகமாகக் கட்டமைத்து நிமிர்த்தி வைப்பதில் புலம்பெயர்ந்து வாழும் தமிழ்மக்களுக்கு மிகப் பாரிய பொறுப்பு இருக்கின்றது.

ஏனெனில் இறுதிக் கட்டச்சமரின் போது சிறிலங்கா அரசு எம்மக்கள் மீது புரிந்த மிகமோசமான மனித உரிமை மீறல்களே ஒருவகையில் எமக்கான அனுதாப அலைகளை மேற்குலகில் ஏற்படுத்தித் தந்துள்ளது. அவற்றின் விரிவாக்கம் ஐக்கிய நாடுகள் சபையின் மனித உரிமைகள் கவுன்சில், சர்வதேச நாணய நிதியம் போன்ற உயர் தளங்களில் தாக்கங்களை ஏற்படுத்தி வருகின்றது. இது போன்ற விடயங்களில் மேற்குலகின் அரசியல், இராணுவ, பொருளாதார, பூகோள நலன்களும் உள்ளடக்கம்.

எனவே வீணே உணர்ச்சி வசப்படுதல் என்பதும் ஆயுதப் போராட்டம்தான் தீர்க்கமான வழிமுறையென்று முரசறைவதும் புலம் பெயர் சூழலில் வாழும் எம்மில் சிலருக்கு தங்கள் இருப்பை நிலைநாட்டவும், தாம் குறித்துப் புகழ்பாடவும் வாய்ப்பான சூழ்நிலையை உருவாக்கலாம். ஆனால் இன்றைய இக்கட்டான பின்னடைவுச் சூழலில் நீண்டநாட்களுக்குத் தடுப்பு முகாம்களுக்குள் மக்களை முடக்குவதற்கான வழிமுறைகளையே இவ்வாறான நிலைப்பாடுகள் உருவாக்கும் என்பதில் எந்தச் சந்தேகமும் இருக்க முடியாது.
மரணம் வாய் பிளந்து நிற்கும் அந்தப் பூமியில் சோகச்சிலுவைகளைச் சுமந்துகொண்டு வெறும் நடைப்பிணங்களாகக் காட்சியளிக்கும் எம் மக்களை மேலும் கொடிய துயரத்துக்குள்ளாக்கும் வாய்ப்புக்களைத் தேர்ந்தெடுத்தலைத் தவிர்த்து அந்த மக்கள் தமது வாழ்க்கையை மீளக் கண்டடைவதற்கும், கட்டமைப்பதற்கும் ஆதரவாய் ஐக்கியப்பட்டு உதவவேண்டியதே இன்று எம் தோள்களில் சுமத்தப்பட்டுள்ள பெரும் பொறுப்பு.

மக்கள் நடமாட்டம் அற்ற சூனியப்பரப்பாகக் காட்சியளிக்கும் வன்னிப்பெரு நிலப்பரப்பினைத் தான் விரும்பியவாறு மாற்றியமைப்பதற்கான இராணுவ மேலாண்மையை அப்பிரதேசத்திலே கொண்டுள்ள சிறிலங்கா அரசினைச் சர்வதேசத்தின் துணையுடன் எதிர்கொள்வதே மிகச்சிறந்த இராஜதந்திரமாகும். அதனைக் கட்டமைத்துக் கொள்வதற்கான வியூகத்தில் வன்முறையற்ற அரசியலும், ஜனநாயகமும் மிகச் சக்தி பொருந்திய கோட்பாடுகள் மட்டுமல்லாது எம்மை ஆரோக்கியமான அரசியலுக்குள் அழைத்துச் செல்லும் அரசியல் பண்பாட்டுப் பலம் மிக்கவையுமாகும். தொடர்ச்சியான உரையாடல் களமும், வாதப்பிரதிவாதங்களும், பன்மைத்துவமும், பல்வேறு வகைப்பட்ட அபிப்பிராயக் குவிப்புக்களும் அந்தத் தளத்திலே நடைபெறுவதற்கான திறந்தவகை மனோபாவம் அங்கு ஊக்குவிக்கப்படுகின்றது. அந்த அறுவடை மூலம் மிகப் பெரிய விளைச்சலை தமிழ் பேசும் மக்களாகிய நாம் பெற்றுக் கொள்ள வேண்டியுள்ளது.

இன்றைய உலக ஒழுங்கில் இறைமை படைத்த அரசு தவிர்ந்த ஏனைய அமைப்புக்கள் முன்னெடுக்கும் தேசிய விடுதலையை நோக்கிய ஆயுதப்போராட்டங்கள் பனிப்போர் காலத்துச் சாதக அம்சங்களை இழந்து நிற்கின்றன. இன்றைய உலகம் இரு முகாம்களாகப் பிளவுண்ட நிலையில் இல்லை. முன்னொரு காலத்தில் சோவியத் யூனியன் தலைமையிலான சோசலிச முகாம் என்று அழைக்கப்பட்ட அணியினரால் இவ்வாறான பல்வகைப்பட்ட போராட்டங்களுக்கு ஆதரவின் பேரிலான உந்துதல் வழங்கப்பட்டமையை நாம் காணலாம். அப்படியிருந்தும் அவ்வாறான ஆதரவு வழங்கலுக்கான காரணிகள் குறித்து உலகத்துச் சிந்தனையாளர்களால் முன்வைக்கப்பட்ட விமர்சனங்களையும் நாம் புறந்தள்ளிவிட முடியாது. எனவேதான் இன்றைய உலகச் சூழல் அணுகுமுறைமையில் ஆயுதம் தாங்கிய அரசியல் செயற்பாட்டால் எவ்விதமான அரசியல் இராஜதந்திர நகர்வுகளை மேற்கொள்ளவோ அல்லது அரசியல் இராஜதந்திர அழுத்தங்களை சிறிலங்கா அரசுக்குத் தாக்கத்தை ஏற்படுத்தும் வகையில் செயற்படுத்தவோ முடியாமற் போகின்றது.

எனவேதான் அடுத்த கட்டத் தீர்மானமாக அரசியல் வழிப்பயணம் அமைகின்ற வேளையில் சமகால உலக உறவுகள், அரசியல், பொருளாதார நிலைப்பாடுகள் தொடர்பான புரிதல்களின் அடிப்படையில் அரசியற் செயற்பாடுகளைக் கட்டுதல் அவசியம். தியாகங்களாலும், அர்ப்பணிப்புக்களாலும் வளர்த்தெடுக்கப்பட்ட எமது உரிமைகளைப் பெற்றெடுப்பதற்கான கட்டுமானம் தார்மீக அடிப்படையில் தமிழ் மக்களுக்கான அறஞ்சார் அரசியல் நிலைப்பாட்டின் ஆதார அடித்தளத்தில் மீண்டும் பற்றியெழ வேண்டியுள்ளது. எனவேதான போராட்ட வடிவத்தினை அடுத்த கட்டத்திற்கு எடுத்துச் செல்வது பற்றிய சிந்தனையில் அரசியல் விஞ்ஞான அணுகுமுறையினைக் கையாள்வதற்கு தமிழ்புலத்தில் உள்ள அரசியல் சிந்தனையாளர்களும், புத்திஜீவிகளும் கடுமையாக உழைக்க வேண்டிய சந்தர்ப்பம் வாய்த்து நிற்கிறது.
ஆகவேதான் நம் மக்களுக்கு மெய்யாக இருப்பதும், அதற்கான உணர்வுபூர்வமான செயல்முறை வழிப்பாட்டின் அடிப்படையில் போராட்ட வடிவத்தை மாற்ற வேண்டிய வரலாற்றுக் கட்டாயத்தைக் கொண்டவர்களாக நாம் உள்ளோம.; எனவே அதனைப் புறந்தள்ள நாம் முனைவதானது எமது மக்களுக்கு நாம் செய்யும் துரோகமாக அமைந்து விடும். அனைத்துலகத்தின் நலன்களும் நமது நலன்களும் ஒரே கோட்டில் சந்திக்காமையால் திறக்கப்பட்ட அனைத்துலக அரசியல் இராஜதந்திரக் கதவுகள் ஊடாக நம்மை நன்மைகள் பெரியளவில் வந்தடையவில்லை. இறுதியில் சிறிலங்கா அரசு அனைத்துலக சமூகத்தை தன்வசப்படுத்தியவாறே போரை முன்னெடுத்தது என்று மிகச்சரியாகவே பத்மநாதன் தன் வலைப்பக்கத்தில் குறிப்பிட்டுள்ளார்.

தென்னாசியாவினதும் இந்து சமுத்திரப் பிராந்தியத்தினதும் புவிசார் அரசியல் நலன்களின் அடிப்படையில் இந்தியா, அமெரிக்கா, சீனா போன்ற வல்லாண்மைச் சக்திகள் இலங்கைத் தீவினை ஒரே நாடாகப் பேணியவாறு தமது நலன்களை அடைந்து கொள்வதை உசிதமானதாகக் கருதியமை, இலங்கைத் தீவில் ஆயுதப்போராட்டம் ஏதோ ஒரு வழியில் முடிவுக்கு கொண்டு வரப்பட வேண்டும் என்பதில் அனைத்துலகம் ஒரே முடிவைக் கொண்டிருந்தமை, எனப் பத்மநாதன் சுட்டும் காரணங்களின் அடிப்படையில் புலம்பெயர்ந்து வாழும் தமிழ் சமூகம் வன்முறையற்ற அரசியல், ஜனநாயகம் ஆகிய கோட்பாடுகளை வரித்துக் கொண்டு தமிழ் மக்களுக்கான வரலாற்றுப் பாதையில் முன்னொக்கிப் பயணிக்க வேண்டியுள்ளது.

எனவே தமிழ் மக்களின் சமகாலச் சூழலைக் கருத்திற் கொண்டு போராட்ட வடிவத்தை மாற்றியே ஆக வேண்டியுள்ளது. இலங்கைத் தீவினை ஒரே நாடாகப் பேணியவாறு தமது நலன்களை அடைந்து கொள்ள முனையும் பேரரசுகளின் புவிசார் அரசியல் தோல்வியினை அடையும் சூழலில் அந்த மாற்றங்களின் ஊடாகத் தமிழீழ மக்களுக்கான சுயநிர்ணய உரிமையை நாம் வென்றெடுத்துக் கொள்வதற்கான நிலைமைகள் உருவாகும். இந்த நம்பிக்கையின் அடிப்படையில் நமது விடுதலைப் போராட்டத்தை அரசியல் இராஜதந்திரப் பாதையின் ஊடாக நாம் நகர்த்த வேண்டுமென்பது என்ற கருத்தியலுக்கு அப்பால் ஒடுக்குமுறைக்குள்ளாகியுள்ள எந்த சமூகமும், எந்த மனிதனும் நேர் கொள்ளும் யதார்ததத்;தைக் கருத்திற் கொண்டு தனது இலக்கினைச் சென்றடையத் தந்திரோபாயங்களை அடிக்கடி மாற்றியமைத்துக் கொண்டே ஒடுக்கப்பட்ட மக்களுக்கான லரலாற்றை முன்னோக்கி நகர்த்தலாம். எனவே பத்மநாதன் கூறுவது போல அரசியல் இராஜதந்திரப் பாதையின் ஊடாகப் பயணம் செய்வn தன்பது இலகுவான ஒரு விடயம் அல்ல. பல சவால்களை எதிர்கொண்டு மிகுந்த சகிப்புத்தன்மையுடன் மேற்கொள்ளப்பட வேண்டிய நீண்ட தூரப் பயணம் ஆகும்.

நான் வேலைக்குச் சென்ற போது அங்கே அவன் நின்றிருந்தான். தலைமயிர் ஒட்டவெட்டப்பட்டுச் சொக்கைகள் அல்லது கன்னங்கள் பருத்து அழுக்கான உடைகளோடு அலங்கோலமான “பூட்ஸ்களையும்” அணிந்திருந்தான் அவன். எங்கேயோ வெறித்துப் பார்த்தவாறு “குத்துக்கல்லாக” ஆடாமல் அசையாமல் சிறிது நகர்ச்சிக்கும் தன்னை ஆட்படுத்திவிடாதவாறு அவன் அமர்ந்திருந்ததாகவே எனக்குப்பட்டது.

எப்போதும் உரிய நேரத்தில் வேலைக்குப் போய்ப் பழகியிராத நான் அன்றும் பிந்தியே வேலைக்கு வந்திருந்தேன். வந்தவுடன் அவன் குறித்து பெரிதும் அக்கறைப்பட எனக்கு நேரம் கிடைக்கவில்லை. ஏதாவது “டிலிவறி” இருக்கிறதா என்று பார்த்துவிட்டு கையுறைகளை மாட்டிக்கொண்டு இருபது கிலோ கொண்ட ஒரு பெட்டி “சிக்கின்விங்ஸை” “மரனைட் சோஸில்” கலந்து குழைத்து நீண்டு, அகன்ற பெரிய அலுமீனியத்தட்டுக்களிலே வரிசையாக நிரைப்படுத்த ஆரம்பித்த போது ஓயாமல் ஒலித்துக்கொண்டிருக்கும் “24 மணி” நேர தமிழ் வானொலிப்பெட்டியையும் முறுக்கி விட்டேன். வழமையாக இவ்வாறுதான் எனது நாளாந்த வேலைத்திட்டத்தை ஆரம்பித்துக் கொள்வேன். நான் பணிபுரியும் இடம் “பீஸா” மற்றும் “சிக்கின்”(கோழி) போன்ற வகையறா உணவுகளைத் தயாரித்து வாடிக்கையாளர்களுக்கு அவர்கள் வீடுகளுக்கே கொண்டு சென்று விநியோகம் செய்யும். அத்துடன் நேரில் வருபவர்களுக்கும் தயார் நிலையிலுள்ள உணவுப் பட்டியலுக்கிணங்க அவர்களுடைய தேர்வுப்படி உணவுகளைத் தயாரித்து வழங்கும்.

முதலாளியும் தன்பாட்டுக்கு ஒவ்வொரு நாளும் பாடும் பல்லவியை அன்று மீண்டும் பாட ஆரம்பித்தான். “அண்ணை எக்கச்சக்கமான வேலைகள் கிடக்குது. கெதியாய் முடியுங்கோ. முடிச்சுப்போட்டு ஒருபெட்டி ‘பிறைசும்’(உருளைக்கிழங்கு நீள்நறுக்குகள்), ‘ஒனியன்றிங்சும்’ (வெண்காய வளையங்கள்) வேண்டி வரவேணும். அதோட ‘பாங்கில’ காசும் ‘டிப்போசிற்’ பண்ண வேணும். இல்லாட்டில் ‘செக்’ துள்ள வேண்டியதுதான். காசையும் முதல் போட்டதுமல்லாமல் எவ்வளவு முறி முறிஞ்சும் ஒரு பிரயோசனமும் இல்லாமல் இருக்கு. வியாபாரத்தை வித்துப்போட்டு எங்கையாவது போய் வேலை செய்தால் சம்பளமாவது மிஞ்சும்”; என்ற வகையில் விரிந்து செல்லும் நீண்ட பல்லவி அது. “முதலாளிமார் எண்டால் இப்பிடித்தான் அழுவினம். உதுகளையெல்லாம் நம்பக்கூடாது. கள்ளப் பயலுகள்” எண்டு எனது உள்மனம் சொல்லிக் கொண்டாலும் வளர்ச்சியடைஞ்ச கனடா மாதிரியான நாடுகளிலை சிறுவியாபாரம் செய்வதென்பது கஸ்ரமான விசயமாயும் தோன்றியது. ஆனாலும் முதலாளியட்டை இருக்கிற வைப்புச்சொப்பு கனக்க எண்டில்லை. இருக்கிறது சும்மா மூண்டு வீடும், மூண்டு வாகனமும் மட்டுந்தான். அதிலையொண்டு புத்தப்புது “பென்ஸ்”, மற்றதொண்டு “லீசிலை” எடுத்த “ரொயொட்டா” ராவ் மொடல் ஜீப். கடைசியாய் வேண்டின வீடு சுமார் 4000 சதுர அடிக்கு மேலை.

அதற்கிடையில் புதிதாய் வந்து “குத்துக்கல்லாய்” குந்தியிருப்பவனின்; ஞாபகம் வரவே “உதார் புது ஆளாய் கிடக்குது” எண்டு முதலாளியை நோக்கி ஒரு கேள்விக்கணையை வீசினேன். அந்தக் கேள்வியின்ரை வீச்சிலை “என்ர வேலையைப் புடுங்கிக் கொண்டு போக அவன் வந்திருப்பானோ எண்ட ஐமிச்சமும்” உள்ளடங்கியிருந்தது. முதலாளி ஒரு காலை இழுத்தவாறே நடப்பான். அவ்வாறு நடந்துகொண்டே “உந்தாள் எங்கடை தமிழ் பெடியன்தான், பக்கத்திலை இருக்கிற “ஷெல்ரரிலை” இருக்கிறார். சாப்பாடு, படுக்கையெல்லாம் குடுக்கினம். கிழமையிலை ஒருக்கா 25 டொலரும் கிடைக்கும.; குடுத்து வைச்ச ஆள். நாங்களெண்டால் எவ்வளவு “பில்லுகளைக்” கட்டவேணும். இந்த நாட்டு அரசாங்கம் இப்பிடியான ஆக்களுக்கு எவ்வளவு உதவிகளைச் செய்யுது. அவருக்கு ஒரு பிரச்சினையும் கிடையாது. கவலை இல்லாத மனிசன்” என்ற அறிமுக விளக்கத்தை எனக்குத் தந்தான் .

அப்போது மீண்டுமொரு தடவை அவனைப் பார்ப்பதற்காக அவனை நோக்கி எனது பார்வை நீண்ட போது அவனது கண்கள் என்னை நோக்கியே நிலை கொண்டிருந்ததை என்னால் உணரமுடிந்தது. நான் அதை அவதானித்த அக்கணத்தில் உண்மையில் தடுமாறிப் போய்விட்டேன். ஆனாலும் அதனை வெளிக்காட்டாமல் ஒருவாறு சமாளிப்பில் ஈடுபட்டவாறே அவனை நோக்கிச் சிரிப்பொன்றை உதிர்த்தேன். அவனும் மெலிதாகத் தலையை மேலும் கீழும் ஆட்டிக்கொண்டான். நான் மூன்று வேலைகளை ஒரு கணத்தில் நிகழ்த்தும் வித்தைக்காரனாகக் கைகள் “சிக்கின்விங்சுடனும்”;, ஓர் காது “24 மணி நேர வானொலிப்பெட்டியின் காற்றலைகளிலும்” மறு காது முதலாளியின் “கதைகளை” உள்வாங்கியும், இவை எல்லாவற்றிற்கும் மேலதிகமாக மூளை தன் ஆளுமையின் மேலாண்மையினை நிலைநாட்டும் பொருட்டு இவ்வாறான வினைத்திறன்களுக்கு ஏற்றபடியான கருத்தாடல்களுக்குத் தன்னைத் தயார் நிலைப்படுத்தியும் அதிஉச்ச வேலைகளைச் செய்து கொண்டிருந்தன.

இடையே தொலைநகலியில் “டிலிவறி ஓடர்” வருவதற்கான சப்தம் எழஆரம்பித்து அதற்கான “கட்டளை” அச்சாகும் ஒலி தெளிவாகக் கேட்க ஆரம்பித்தது. எனது பிரதான பணி “டிலிவறி ஓடர்களை” காரில் எடுத்துச் சென்று விநியோகிப்பதே. அதை விடுத்து மற்றவைகள் எல்லாம் வேலை செய்பவர்களின் எண்ணிக்கையைக் கட்டுப்படுத்துவதற்காக மேலதிகமாக இடப்பட்ட பக்கப் பணிகளாகும்.

முதலாளிதான் பிரதான சமையற்காரன். அவன் தொலைநகலியில் வந்த “ஓடரைக்” கிழித்தெடுத்துப் பின் அடிமட்டத்தை வைத்து அரைவாசியாகக் குறுக்கறுத்து ஒருபாதியைத் தனக்கும் மறுபாதியை எனக்கும் தந்துகொண்டான். இரு பாதிகளும் ஒரே தகவல்களையே கொண்டிருக்கும். உணவு விநியோகம் செய்யவேண்டியவரின் பெயர், முகவரி, தொலைபேசிஇலக்கம், வழங்கப்பட வேண்டிய உணவுவகைகள் என அந்த வரிசை அமைந்திருக்கும்.

முதலாளி தான் எடுத்துக் கொண்ட பாதித்துண்டில் குறிப்பிட்டிருந்த உணவுகளைத் தயாரிக்க ஆரம்பித்திருந்தான். நான் எனக்கான பாதியில் குளிர்பானங்கள், “சோஸ்” போன்ற சில்லறைச்சாமான்கள் கேட்கப்பட்டுள்ளனவா என்பதைப் தேடிப்பார்த்துத் பிடித்து “பொலித்தீன்” பையொன்றுள் அவற்றைப் பத்திரப்படுத்திக் கொண்டேன். முதலாளி “பீஸா” ஒன்றையும், இரண்டு ‘பவுண்ட்ஸ்’ “சிக்கின் விங்ஸையும்” சமைத்து முடித்து அதற்கான பெட்டிகளுக்குள் அவற்றை நுழைத்தான். நான் சகல உணவுப்பொருட்களையும் சூடாக வைத்திருப்பதற்காகவெனப் பிரத்தியேகமாகத் தயாரிக்கப்பட்ட சிகப்புநிற நீள் சதுரப்பையினில் பத்திரப்படுத்திக்கொண்டு புறப்படத் தயாரானேன். எனது “கொண்டா” நீலநிறக் கார் கடையின் பின்புறம் அமைந்துள்ள தரிப்பிடத்தில் நிறுத்தி வைக்கப்பட்டிருந்தது.

அந்தச் சமயம் பார்த்துக் “குத்துக்கல்லாய்” குந்தியிருந்தவன் இருக்கையில் இருந்து எழும்பியவாறே “அண்ணை நானும் உங்களோடை வரட்டே” என்று கேட்டான். “அதுக்கென்ன பிரச்சினையில்லை. வாங்கோ கதைச்சுக்கொண்டே போய்க் குடுத்திட்டு வருவம்” என்று பதில் கூறினேன். அவனும் மகிழ்ச்சியோடு அதனை ஏற்றுக்கொண்டு காரின் கதவினைத் திறந்து முன்னிருக்கையில் அமர்ந்து கொண்டான். நான் காரினை இயக்க ஆரம்பிப்பதற்கு முன்னர் விநியோகப்படுத்த வேண்டிய உணவுகள் உள்ளடங்கியிருந்த சிகப்புநிற நீள்சதுரப்பையினை அவனிடம் நீட்ட அவன் அதனை வாங்கித் மடியினில் வைத்துக்கொண்டு “சீட்பெல்ற்றினால்” தன்னை இறுக்கிக் கொண்டான்.

நான் காரை ஆறுதலாகப் பின்வழமாகச் செலுத்திப் பக்கவாட்டுச் சாலை வழியாகப் பிரதான வீதியான “புளொருக்குள்” நுழைத்து வலப்பக்கமாக வெட்டித் திருப்பினேன். பொங்கிப் பிரவாகித்திருந்த சூரியனின் ஒளிக்கதிர்கள் கார்கண்ணாடியூடே பாய்ந்து வந்து என் கண்களைக் குத்திக் கூசச்செய்தன. நான் மடிந்து கிடந்த சூரிய ஒளித்தடுப்பினை விரித்து விட்டவாறு வளைந்து, நெளிந்து கிடந்த சாலையில் தொடர்ந்து காரைச் செலுத்திக் கொண்டிருந்தேன். அடர்ந்து செறிந்த சூரியஒளிப்பாய்ச்சல் சாலையின் இருபுறத்தையும் மஞ்சள் மயப்படுத்தின. அந்த வெய்யில் குளியல் ஏற்படுத்திய வெக்கையின் மணம் என் நாசித்துவாரங்கள் வாயிலாக நுரையீரலை நோக்கிச் சென்று கொண்டிருந்தது. சாலையோரங்களிலே ஆங்காங்கே தென்பட்ட நிழல்பரப்ப முடியாத இலைகளை இழந்த மரங்கள். வானமும், பூமியும் ஓடிச்செல்லும் வாகன இரைச்சல்களாலும், வெளித்தள்ளப்படும் புகைகளாலும் மாசுபடுத்தப்பட்டுக் கொண்டிருந்தன.

இரண்டாம் உலகயுத்தத்தின் பின்னர் கனடாவில் குடியேறிய போர்த்துக்கீசக்குடியேறிகளும், அவர்களின் சந்ததியினரும் பெருமளவில் அந்தப் பகுதியில் வாழ்ந்து வருகிறார்கள். பழைய “பிரிட்டிஷ்” கட்டடக்கலை சார்ந்து செங்கற்களைக் கொண்டு கட்டியமைக்கப்பட்ட குடியிருப்புக்களே பெரும்பாலும் வீதியின் இரு புறங்களிலும் அமைந்திருந்தன. பல்லாண்டு காலப்பழமை வாய்ந்த அந்தச் செங்கற்கள் மீது ஐதான கருமை நிறம் படர்ந்திருந்தது. வெடித்தும், பிளந்தும் காணப்பட்ட சில சுவர்கள் சீமெந்து பூசப்பட்டுச் சரிசெய்யப்பட்டிருந்தன. அவ்வாறான பழம்பெருமை வாய்த்த வரலாற்றுப் பின்னணியைக் கொண்ட கட்டடங்களின் வெளிப்புறம் திருத்தவேலைகளுக்கு உட்படுத்தப்படும்போது அவற்றின் வடிவம் மாற்றியமைக்கப்படக் கூடாது என்ற “ரொறொன்ரோ மாநகரசபையின்” கடும் நிபந்தனையும் வழமையான முதலாம் உலக நாடுகளின் நகரங்களுக்கே உரித்தானமுறையில் இங்கும் கடைப்பிடிக்கப்பட்டது.

ஒரு வருடத்துக்கு மேலாக இந்தக் கடையின் உணவு விநியோக கார்ச்சாரதி வேலையில் இருப்பதனால் அந்தப் பிரதேசத்துக்குள்ளே அமைந்துள்ள ஒவ்வொரு சந்துபொந்;துகளும் எனக்குத் தண்ணிபட்டபாடுதான். ஆனால் கனவுகளிலே திளைத்துக்கொண்டும், சஞ்சரித்துக்கொண்டும், நண்பர்பளோடு கைத்தொலைபேசியில் அரசியல், கலை, இலக்கியம் போன்ற வாதப்பிரதிவாதங்களை நிகழ்த்திக் கொண்டும் இவ்வாறான கடமையைப் புரியும் எனக்கு உணவு விநியோகம் செய்யவேண்டிய சரியான முகவரியைத் தவறவிட்டு மூன்று, நான்கு முறையென்று ஒரேயிடத்தையே சுழன்றுசுழன்று வட்டமடிக்கும் சூழ்நிலையும் அவ்வப்போது ஏற்படுவதுண்டு.

அப்போது “புளோர்” வீதியில் வாகனங்கள் நிறைய ஓடிக் கொண்டிருக்கவில்லை. ஆனாலும் வாகனத்தை என்னால் வேகமாகச் செலுத்த முடியாது, ஏனெனில் பாதசாரிகள் வீதியைக் குறுக்கறுக்கும் விசேடவழிகளும், “சிக்னல்” ஒளிவிளக்குகளுமாகவே அவ்வீதி அமையும். எனவே ஆறுதலாகக் “காரினை” செலுத்திக் கொண்டிருந்தேன். பக்கத்தில் அமர்ந்திருந்த “குத்துக்கல்லு” இளைஞன் எந்த வார்த்தையும் பேசாமல் முகத்தில் எத்தகைய பிரதிபலிப்புக்களையும் வெளிப்படுத்தாது உறைந்தநிலையில் காட்சி புரிவதாகவே எனக்குத் தோன்றியது. எவ்வாறு உரையாடலை இன்னொருவரிடம் ஆரம்பிப்பது என்பதில் எப்போதும் எனக்குச் சங்கடம் நேர்ந்துவிடுவதில்லை. எந்தவிதக் கூச்சமும், தயக்கமும் இல்லாமல் முன் தயாரிப்பு ஏற்பாடுகள் இல்லாமல் என்னால் எந்த அந்நியரோடும் சம்பாசித்துவிட முடியும்.

எனவே எந்தப் பீடிகையுமில்லாமல் “எப்பிடித்தம்பி இருக்கிறியள்” என்று உரையாடலைத் தொடங்கினேன். அவன் அதற்கு வாயைத்திறந்து பதிலளிக்காமல் முகத்தைச் சிறிதாக அசைவுக்குட்படுத்தி, கண்களைச் சிறிது விரித்து, உதடுகளைச் சுருக்கி எதையும் பேசாமல் மௌனத்தில் ஆழ்ந்தான். ஆனாலும் நான் விடுவதாயில்லை, “தம்பி யாழ்ப்பாணத்திலை எந்த ஊர்” என்று தொடர்ந்தேன். அப்படி ஊரைப்பற்றி நான் விளிக்கையில் “உப்பிடியெல்லாம் கேள்வி கேக்கிறது படுபிற்போக்குத்தனமானது, “யாழ்ப்பாண மையவாதம்” தனது மேட்டுக்குடி மேலாதிக்கத்தைத் தொடர்ந்தும் புலம்பெயர் வெளிகளிலே தக்கவைப்பதற்கான அணுகுமுறைகளில் ஒன்றாகவே இவ்வகையான உரையாடல்களைப் பகுப்பாய்வு செய்து கட்டுடைத்தல் வேண்டுமென்று” அண்மையில் நான் சென்றிருந்த ஏதோ ஓர் தமிழ் கலை இலக்கிய ஒன்றுகூடலிலே யாரோ ஒருவர் அறைந்து கூறியது என் ஞாபகப்பரப்பில் விரிந்தது. மேலும் அந்தப் பேச்சாளரின் சொல்லாடல்களில் கூறுவதாயின் என்னுடைய “பரவணிப்” பழக்கம் அந்தக் கோட்பாட்டுக்கு இசைய மறுத்தது. மேலும் மனம்தளராது என்னால் மேற்கொள்ளப்பட்ட வலிந்த முயற்சிகளால் அவன் தொடர்பான சிறிதளவான தகவல்களையே அவனிடமிருந்து திரட்டிக்கொள்ள முடிந்தது உணவு விநியோகத்தைச் செய்துமுடித்துத் திரும்புவதற்குள்.

பருத்தித்துறையைச் சேர்ந்த அவனது தாயும், தந்தையும் இலங்கை அரசாங்கத் திணைக்களமொன்றில் எழுதுவினைஞர்களாகப் பணியாற்றியவர்கள். தற்போது இருவரும் உயிருடன் இல்லை. ஏறத்தாள இருபது வருடங்களுக்கு முன்னமே தான் கனடா வந்து விட்டதாகவும் அதற்கு முன்னரான இறுதிக்காலங்களில் தான் யாழ்பாண நகரத்திற்கு அண்மையில் உள்ள திருநெல்வேலிப்பகுதியில் வசித்து வந்ததாகவும் மிகவும் சுருக்கமாகவே தான் தொடர்பான விபரங்களை எனக்கு ஒப்புவித்தான். இந்த ஒப்புவிப்புக்கு இடையிடையே வாழ்க்கை குறித்த தனது சலிப்பையும் அவ்வப்போது வெளிப்படுத்திக் கொண்டிருந்தான். அவனை உத்தியோகபூர்வமாக அத்தாட்சிப்படுத்தக்கூடிய அடையாள அட்டை உட்பட வங்கிக்கணக்கு இலக்கம், தொலைபேசி இலக்கம் என எதனையும் அவன் கொண்டிருக்கவில்லை. அதெல்லாம் இருப்பதும், இல்லாமல் விடுதலும் அவனைப் பொறுத்த வரையில் ஒன்றுதான் போலும். அன்று எங்கள் கடைக்கு வரஆரம்பித்தவன் ஒவ்வொரு நாள் காலையிலும் நான் வேலைக்கு வரமுன்பே அங்கு எழுந்தருளியிருந்தான்.

இடைக்கிடை இவ்வாறு என்னோடு உரையாடிக் கொண்டான். “ஏன் நீங்கள் இந்த வேலை பாக்கிறியள், வேறை ஏதாவது நல்ல வேலை எடுக்கலாந்தானே?” “சும்மா தேவையில்லாமல் இதுக்குள்ளை நிண்டு கொண்டு வாழ்க்கையை அநியாயமாக்கிறியள்.” இதை விட்டுவிட்டு வேறை நல்ல வேலை எடுக்கலாமோ, எடுக்கேலாதோ என்பது குறித்த சரியான விடை எனக்குத் தெளிவில்லாததாக இருந்தபோதிலும் எனதுநிலை குறித்துச் சற்று அவனுக்கு விளக்குவது எனது கடனாயிற்று. “தம்பி பத்து வருசத்துக்கு மேலை இந்த நாட்டிலை வாழுறன். இன்னும் நான் அகதியாய் இந்த நாட்டிலை ஏற்றுக்கொள்ளப்படாததாலை வதிவிட அனுமதியோ, எதுவுமோ கிடைக்கேல்லை. அதைவிட “இமிக்கிறேசன்” சம்மந்தப்பட்ட வழக்குகள், அதுக்கும் மேலாலை இந்த நாட்டு அரசாங்கம் என்னைப் பிடிச்சு வைச்சுக் கொண்டு அனுப்ப வெளிக்கிட்ட வேளையிலை எல்லாம் அதனைத் தடுத்து நிறுத்திறதுக்காய் நீதிமன்றத்தின் தடைஉத்தரவைப் பெற என்ரைமனிசி பின்ளையளையும் இழுத்துக் கொண்டு உந்த உலகமெல்லாம் ஓடித்திரிஞ்சது. ‘இமிக்கிறேசன் பேப்பர்’ இல்லாத மகளை யூனிவர்சிற்றியிலை படிப்பிக்கப் பட்டபாடு ………. இப்படியான கனவிசயங்கள் காரணமாய் நானும் என்ரைகுடும்பமும் என்ன பாடுபட்டிருப்பம் எண்டு நினைக்கிறியள். நல்லாய் படிச்சுப்போட்டு வதிவிட அனுமதியோடை வந்த சனங்களே இங்கை தங்கடை தொழில்சார் பயிற்சிக்கேற்ற வேலையெடுக்N;கலாமல் ‘கோப்பை’ கழுவிக்கொண்டும், ‘ராக்சி’ ஓடிக்கொண்டும், ‘பேப்பர்’ போட்டுக்கொண்டும் திரியிறது உங்களுக்குத் தெரியுந்தானே. அதுக்காண்டி உந்தவேலையளைச் செய்யிறதை தரக்குறைவாய் பாக்கிற ஆளும் நானில்லை” என்று என்ரை முழு விசயங்களையும் அவனுக்கு அக்குவேறை, ஆணிவேறையாய் ஒரேயடியாய் சொல்லமுடியாட்டிலும் கொஞ்சமாய் சொன்னன். இன்னும் கொஞ்சம்கூடச் சொல்லியிருக்கலாம்தான், ஆனால் அவனுடைய பாவனைகள் எண்டு சொல்லும்போது உணர்வுகளை வெளிப்படுத்தக்கூடிய அவனது உடல்மொழியைக் கண்டுகொள்வதிலை அல்லாவிடில் அதனைப் பின்தொடர்ந்து கலைச்சுக் கொண்டு போறதென்பதிலை என்னைப் பொறுத்த வரையிலை அது எனக்குச் சாத்தியாமாய் இருக்கேல்லை எண்டு சொல்லிறது இன்னும் கூடப் பொருத்தமானது. அத்தோடு அவனது சிலநடவடிக்கைகள் எனக்கு விசித்திரமாகவும் பட்டது. அவன் தான்அணிந்திருந்த அழுக்கான உடைகளை மாற்றுவது குறித்தோ அல்லது குளித்துத் தன்னைச் சுத்தப்படுத்திக் கொள்வதென்பதிலோ அக்கறை கொண்டிருக்கவில்லை. ஆனால் நேரத்துக்குநேரம் நன்றாய்ச் சாப்பிடவேண்டும். அவனுக்குச் “ஷெல்ரரிலையும்” சாப்பாடு கிடைத்தது. அந்தச் “ஷெல்ரரும்” கூட எங்கடை கடைக்குப் பக்கத்திலைதான் இருந்தது. அதைவிடவும் அந்தப் பகுதியிலை இருந்த சில தேவாலயங்களிலை இலவசஉணவு வழங்கும் ஏற்பாடு செய்யப்பட்டிருந்ததனால் சில சமயங்களிலை அதையும் அவன் பயன்படுத்திக் கொண்டான். ஆனாலும் எங்கடை கடையிலை சமைக்கப்படும் “சிக்கின் விங்ஸ்” அவனுக்கு ருசியாய் இருந்திருக்க வேண்டும். எனவே ஒவ்வொரு நாளும் அதைச் சாப்பிடுவதிலை அவன் குறியாய் இருந்தான். அவன் கடையிலை ஒருவரோடையும் பேசாமல் தனியே அமர்ந்திருந்த வேளையிலெல்லாம் அவனுடைய கண்கள் “சிக்கின் விங்ஸையே” குறி வைத்தபடி இருந்தன.

கிழமை நாட்களில் நானும் முதலாளியும் பகலிலை வேலை செய்தாலும் மாலை நேரங்களிலை இன்னொரு “வேலையாள்” எங்களோடு இணைந்து கொள்வார். முதலாளி நிலைமையைப் பார்த்து ஏழு அல்லது எட்டு மணிக்கு கிளம்பி விடுவான் வீட்டுக்கு. அந்த வேலையாள் சகலகலா வல்லவர். இருபது வருடமாக இந்தத் தொழிலிலை இருப்பதாலை அவரால் சமைக்கவும் முடியும். மேலதிகமாகத் தேவைப்படும் போதெல்லாம் சமைத்துக் கொண்டே “டிலிவரிச்” சாரதியாகவும் பணி புரிவார். அவர் முதலாளி இல்லாத வேளைகளில் அவனுக்கு மிகவும் பிரியமான “சிக்கின் விங்ஸை” நன்றாகச் சுடவைத்து ஒரு துண்டு பீஸாவுக்கு மேலே ஏற்கனவே சிறுதுண்டுகளாக வெட்டப்பட்ட வெண்காயத்தையும், மிளகாயையும் தூவி ஒரு காகிதத்தட்டிலே வைத்துக் கொடுப்பார். எனவே ஒவ்வொரு நாளும் இறுதிவரை அந்தச் சாப்பாட்டை அவன் எதிர்பார்த்துக் காத்துக்கிடப்பதாகவே எனக்குத் தோன்றும். அதை நினைத்துப் பார்க்கும் போது பகிடியாகவும் இருக்கும் சில வேளைகளில். ஆனால் ஒவ்வொரு நாளும் தொடர்ந்து ஒரே உடுப்பையே தோய்க்காமல் அவன் உடுத்திக்கொண்டு திரிவது எனக்குச் சிலவேளைகளில் எரிச்சலை ஏற்படுத்தியது. ஏனெனில் கடை திறந்து மூடும் வரை பெரும்பாலான நேரம் எங்களோடுதான் அவன் தனது பொழுதைக் கழித்துக் கொண்டிருந்தான்.

உடுப்பு என்பது வெளிவேசம் தான். பல வேளைகளில் இந்த வேசத்தையே சமூகம் முன்னுரிமை கொடுத்து எடைபோட முயலுகிறது. அப்படி வெளிவேசம் என்றால் ஒவ்வொருவரினதும் உள்ளுணர்வுகளின் வெளிப்பாடுகள் ஏற்படுத்தும் உந்துதலினால்தானே இந்த வேசம் எவ்வாறு அமைதல் வேண்டும் என்பது தீர்மானிக்கப்படுவதாகக் கொள்ளலாமா? பற்றுக்கள் குறைந்த ஒருவனுக்கு அல்லது ஒருத்திக்கு உடை குறித்த நாட்டம் ஒப்பீட்டுஅளவில் மற்றையோரைக்காட்டிலும் தாழ்ந்ததாக இருக்கும் என்பதை ஏற்றுக்கொள்ள முடியுமா? என்ற வகையில் எழுந்துநின்ற கூற்றுக்கள் என் மூளைநரம்புகளை ஊடறுத்தபடி இருந்தன.

எப்படியாயினும் அணிந்திருக்கும் உடைகளைத் தோய்த்து, உலர்த்தி போட்டுக் கொள்ளலாம்தானே, அதிலென்ன பிரச்சினையிருக்கிறது, உடல்நலத்திற்கும் அதனால் நன்மை பயக்கும், மற்றவர்களுக்கும் அது அசௌகரியத்தைத் தராது என்றே நான் கருதினேன். அதை அவ்வப்போது நினைக்கும் போதெல்லாம் அதை அவனிடம் நேரில் போட்டு உடைத்துவிட வேண்டுமென்ற உத்வேகம் கிளர்ந்தும், அடங்கியும் என்னுள் உழன்றபடி அலைந்து திரிந்தது. அன்று அதற்கான வாய்ப்புக் கிடைத்தது போலும். நான் உணவுப் பொதிகளைத் தயார்படுத்திக் கொண்டு “டிலிவறி” செய்வதற்காக எனது காரை நோக்கிப் புறப்பட்டுக் கொண்டிருந்தவேளை பார்த்து அவன் நானும் வரட்டுமா? என்று என்னைக் கேட்டான். ஏதோ தெரியவில்லை நானும் திடீர் ஆவேசப்பட்டவனாக “நான் இனிமேல் உம்மைக் காரில் ஏத்திறதாய் இருந்தால் நீர் குளிச்சு, தோய்ச்ச உடுப்புகளை மாத்திக்கொண்டு வரவேணும், அதுவரைக்கும் என்ர ‘காரிலை’ உம்மை ஏத்தப்போறதில்லை” என்று உரத்த குரலில் கூறிவிட்டு அவனது பதிலுக்குக் காத்திராமல் விசுக்கென்று கிளம்பிவிட்டேன்.

நான் காரை எடுத்துக்கொண்டு உணவுவிநியோகத்தை முடித்து மீண்டும் கடைக்குத் திரும்பும் வரைக்கும் எனது மனதுக்குள் நான் நடத்தி முடித்திருந்த சம்பவம் பல கேள்விகளை எழுப்பிக் கொண்டிருந்தது என்னை நோக்கி. எனது அகத்தனிமையில் “நான் அப்படி அவனை நோக்கிக் கூறியது சரியா? பிழையா?” என்பது குறித்து எழுந்த விவாதமே அது. அது குறித்த முடிவான தீர்மானத்திற்கு என்னால் இலகுவில் வந்துவிட முடியவில்லை. ஆயினும் அந்த நிகழ்வு தந்த பாதிப்பிலிருந்து என்னால் மீள முடியாமல் தவித்துக் கொண்டிருந்தேன். இந்தக் கனடா நாட்டுக்குக்குள் நான் புகுந்து பத்து வருடங்களுக்கு மேலாகிவிட்டது. இன்னும் எனது அகதிக்கோரிக்கை ஏற்றுக்கொள்ளப்படவில்லை. மேலும் கூறுவதாயிருந்தால் எனது அகதிக்கோரிக்கை நிராகரிக்கப்பட்டுவிட்டது. அதன் தொடர்ச்சியாக நான் தலைமறைவாகிப் போய்விடலாம் என்ற காரணத்தை முன்வைத்து கனடியஅரசால் கைது செய்யப்பட்டு நாடுகடத்தப்படுவதற்காகச் சிறையில் வைக்கப்பட்டிருந்தேன். பின் அந்த நாடுகடத்தல் உத்தரவுக்கெதிராக என்னால் தாக்கல் செய்யப்பட்ட மனுவை விசாரணை செய்த சமஷ்டிநீதிமன்ற நீதிபதியின் உத்தரவினால் தற்காலிகமாக அந்த வெளியேற்றத்திலிருந்து தப்பிப்பிழைத்து எனது குடும்பத்தோடு இணைந்து வாழ்கின்றேன். எந்தச் சந்தர்ப்பத்திலும் மீண்டுமொருமுறை நான் கைது செய்யப்படலாம் கனடாவை விட்டுத்துரத்துவதற்காக. அதற்கு இந்த நாட்டுச்சட்டத்திலே இன்னும் இடமிருக்கிறது. எனக்கு இந்த நாட்டிலே வேலை செய்வதற்கான அனுமதிப்பத்திரம் இன்னும் வழங்கப்பட்டிருக்கவில்லை. இங்கு வாழும் சகலருக்கும் உரித்தான இலவச மருத்துவச்சிகிச்சை பெறுவற்கான சான்றிதழ் பத்திரம் கூட என்னிடம் இல்லை. இவை குறித்த நான் தொடர்பான சில தகவல்களையாவது அவன் அறிந்து வைத்திருக்க வேண்டுமென்றே நான் எண்ணியிருந்தேன்.

நான் “டிலிவறியை” முடித்துக்கொண்டு வந்து கடையின் பின்புறம் அமைந்திருந்த கார்த்தரிப்பிடத்தில் எனது “காரை” நிறுத்திவிட்டு சிறிது நேரம் “காரை” விட்டு வெளியே இறங்காமல் உள்ளே அமர்ந்து கொண்டிருந்தேன். மீண்டும், மீண்டும் எனது நினைவுப்பொறிகளுக்குள் சுழன்று கொண்டிருந்தது அவன் குறித்த சிந்தனைகளே. வெண்பஞ்சு மேகங்கள் வானத்தில் நகர்ந்து கொண்டிருந்தன. அதற்குக் கம்பளம் விரித்தாற்போன்று பின்னணியில் இளநீலம் பரந்த வான்பரப்பில் அப்பிக்கிடந்தது. அதற்கும் கீழே நெரிசல்களாய் காணப்பட்ட வீடுகளின் கூம்பு வடிவில் அமைந்த கூரைகள் முளைத்திருந்தன. எனது பார்வையைத் தரையை நோக்கித் தாழ்த்தினேன். அவன் என்னை நோக்கி வந்து கொண்டிருந்தான். அவ்வாறே எனக்குப்பட்டது. நான் எனது பக்க கார்க்கண்ணாடியைத் பதித்துக்கொண்டேன். என்னிடம் வந்த அவன் மிக நிதானமாக என்னை நோக்கிக் கூறிய வார்த்தைகள் “உங்களுக்கு எப்ப ‘வேர்க் பெர்மிட்’ (வேலை அனுமதிப்பத்திரம்) கிடைக்குதெண்டு சொல்லுங்கோ, அண்டைக்கு நான் குளிச்சுப்போட்டு என்ரை உடுப்புக்களைத் தோய்ச்சுப் போட்டுக்கோண்டு வாறன்”.

நாடு கடந்த தமிழீழ அரசுக்கான ஜனநாயகத் தேர்தல்

அமெரிக்கா, கனடா போன்ற நாடுகளிலே புலம்பெயர்ந்து வாழும் ஈழத்தமிழர்களில் ஒருசாரார், இந்தப் பத்தியை எழுதிக்கொண்டிருக்கும் இக்கணம் வரை இலங்கையில் வாழும் தமிழ்மக்களுக்குச் சிறிலங்கா அரசுகள் தொடர்ந்து இழைத்து வரும் அநீதிகள் தொடர்பாகக், குறிப்பாகத் தற்போதைய ராஜபக்ச அரசின் தமிழ் மக்கள் மீதான மிலேச்சத்தனமான அடக்குமுறைகள் குறித்து நடவடிக்கை எடுக்கக்கோரி, தமிழ் பேசும் மக்களுக்கான சுயநிர்ணய உரிமை, தமிழ் பேசும் மக்கள் மீதான மனித உரிமை மீறல்கள் என்ற அடிப்படையில் தலையீடு செய்யக் கோரி கவன ஈர்ப்புப் போராட்டங்களை எவ்வித இடைநிறுத்தல்களும் இன்றித் தொடர்ச்சியாக அமெரிக்கத் தூதரக, அரசு அலுவலகங்களுக்கு முன்பாக நிகழ்த்தி வருகிறார்கள்.

விடுதலைப் புலிகள் அமைப்பு இராணுவரீதியாகக் களத்திலே தோற்கடிக்கப்பட்ட பின்னும் இந்தப் போராட்டம் எத்தகைய விட்டுக்கொடுப்பும் இன்றித் தொடருகின்றது. கடந்த மே மாதம் 19ம், 20ம் தேதிகளுக்கு முன்னர் இங்கு வாழும் தமிழ்மக்களுக்கு இத்தகைய போராட்டங்கள் தொடர்பாக இருந்த ஆர்வம் தற்போதைய சூழ்நிலையில் குன்றியிருந்த போதிலும் இந்தப் போராட்டங்கள் தொடர்ந்து நடைபெற்றுக் கொண்டிருக்கின்றன.

விடுமுறை நாட்களில், மாலை வேளைகளில் கணிசமான அளவு மக்கள் இந்தப் போராட்டங்களில் கலந்து கொள்ளக் கூடுகின்றார்கள். கடந்த வாரம் திங்கட்கிழமை மாலை வேளையில் எனது ஊரான காங்கேசன்துறையைச் சேர்ந்த நூற்றுக்கணக்கான மக்கள் அந்தப் போராட்டத்திலே தங்களை ஈடுபடுத்தியிருந்தார்கள். இவ்வாறான போராட்டங்களின் போது எழுப்பப்படும் பல்வேறு கோசங்களில் ஒன்றாக விடுதலைப் புலிகள் அமைப்பை அங்கீகரிக்குமாறு வேண்டுவதும், தடையை நீக்குமாறு கேட்பதும் வழக்கம். எவை எப்படியிருந்த போதிலும் தமிழீழ விடுதலைப் புலிகள் அமைப்பைத் தொடர்ந்தும் பயங்கரவாத அமைப்பாக அமெரிக்க அரசின் இராஜாங்கத் திணைக்களம் சென்ற கிழமை மீண்டும் அறிவித்துள்ளது.

அவ்வறிவிப்பில் விடுதலைப் புலிகளினால் அறிவிக்கப்பட்டுள்ள தற்காலிகக் கடல் கடந்த “தமிழ் ஈழ அரசு” என்ற அறிவிப்பினை ஏற்றுக்கொள்ள முடியாது எனவும், தொடர்ந்து அந்த அமைப்பை ஓர் பயங்கரவாத அமைப்பாகவே கருதுவதாகவும் குறிப்பிடுகிறது அமெரிக்க ராஜாங்கத் திணைக்களம்.

இதேவேளை, பயங்கரவாதத்தைக் களைந்து ஜனநாயக ரீதியில் உரிமைகளை வென்றெடுக்கப் போவதாகத் தமிழீழ விடுதலைப் புலிகள் விடுத்துள்ள அறிக்கை வரவேற்கத்தக்கதெனவும், தமிழீழ விடுதலைப் புலிகள் மீது நம்பிக்கை ஏற்பட இன்னும் நீண்ட காலம் எடுக்கும் எனவும் அமெரிக்க ராஜாங்கத் திணைக்கள உயரதிகாரி “கிரெக் சுல்வியான”; தெரிவித்துள்ளார்.

இலங்கையில் வாழும் தமிழ் மக்கள் இன்று சந்தித்துள்ள புதிய சவாலை எதிர்கொள்வதற்கு ஒரு பொதுக்கொள்கையின் கீழ் வடிவமைக்கப்பட்ட பொது வேலைத்திட்டத்தின் அடிப்படையில் தமிழ் பேசும் மக்கள் அனைவரும் ஒன்றிணைந்து செயற்படுவதே இன்றைய காலச் சூழ்நிலையின் வரலாற்றுக் கட்டர்யமாகும் என்ற தர்க்கத்தின் இயங்குதளத்தில் அங்கு வாழும் மக்களினது இன்றைய யதார்த்த நிலையினை அடிப்படையாக வைத்துச் சிந்திப்பதுதான் சரியானதும், நேர்மையானதும் என்ற வகையிலே விடுதலைப் புலிகள் அமைப்பின் அனைத்துலகத் தலைமை சிந்திப்பதாகத் தெரிகின்றது.

தாயகத்தின் தற்போதைய நிலையில் - சிறிலங்கா அரசின் தடுப்பு முகாம்களில் அடைத்து வைக்கப்பட்டிருக்கும் மக்களினதும் போராளிகளினதும் பாதுகாப்பை உறுதிப்படுத்தல், அவர்களின் நலன்களைப் பேணுதல், மக்கள் தமது வாழ்விடங்களில் விரைவாக மீளக்குடியேற வழி செய்தல், அவர்கள் தமது இயல்பு வாழ்வுக்குத் திரும்புவதற்கு ஆவன செய்தல், போரில் தமது உடல் உறுப்புக்களை இழந்திருக்கும் மக்களுக்கும், போராளிகளுக்கும் புது வாழ்வளித்தல் என்பன அதற்குள் உள்ளடக்கம்..

இலங்கை அரசாங்கத்திற்கும் தமிழீழ விடுதலைப் புலிகளுக்கும் இடையில் நடைபெற்ற இறுதிக் கட்ட யுத்தத்தின் போது அப்பாவிப் பொதுமக்களைப் புலிகள் மனிதக் கேடயமாகப் பயன்படுத்தியுள்ளதாக குற்றஞ்சாட்டியுள்ள அமெரிக்க அரசு ஜனநாயக நெறிமுறையில் இணைந்து கொள்வது தொடர்பில் தமிழீழ விடுதலைப் புலிகளுக்கு மெய்யான அர்ப்பணிப்பு இருக்க வேண்டும் எனவும், அவர்களது ஜனநாயகம் நோக்கிய பயணத்தை அமெரிக்க அரசு மிக உன்னிப்பாக அவதானிக்கும் எனவும் குறிப்பிடுகின்றது.
1997ம் ஆண்டு முதல் தமிழீழ விடுதலைப் புலிகளை ஓர் தடை செய்யப்பட்ட பயங்கரவாத அமைப்பாகப் பிரகடனம் செய்து வந்துள்ளது அமெரிக்க அரசு.

இங்குதான் எனது கேள்விகள் எழுகின்றது. அமெரிக்கா போன்ற அரசுகளின் வெளிநாட்டுக் கொள்கையை இவ்வாறான போராட்டங்கள் முழுவதுமாக மாற்றியமைத்து விடுமா ? இந்தக் கேள்விக்கு இல்லையென்ற பதிலைக் கூறுவதற்கு எவரும் மிகப் பெரிய அரசியல் ஞானம் படைத்தவராக இருக்க வேண்டிய அவசியமில்லை. மேலும் எமது பிராந்தியத்திலே புவியியல் ரீதியில் மிக நெருக்கமாக அமைந்துள்ள இந்தியா போன்ற பேரரசுகளின் மூலம் கிடைக்கப் பெறும் அரசியல், இராணுவ, பொருளாதார நலன்களைக் காட்டிலும் எம்மிடமிருந்து எதுவும் கிடைக்கப் போவதில்லை அமெரிக்க அரசுக்கு. எனவே குறுகிய காலநோக்கில் உடனடிக் கால அட்டவணைக்கான நிகழ்ச்சி நிரலின்படி தென்னாசியாவுக்கான இந்து மகாசமுத்திரத்தில் தற்காலிகமாக இந்தியாவின் மேலாண்மையை ஆதரித்தாக வேண்டிய கடப்பாடு அமெரிக்காவுக்கு உண்டு. இது ஒப்பீட்டளவில் தன்னால் முழுமையாக உடன்படவும், முரண்படவும் முடியாத நாடாகிய சீனாவைக் கட்டுப்படுத்த ஓரளவுக்கு உதவக் கூடும.;

இந்த அடிப்படையின் மீதே இவை தொடர்பான எமது மொழியாடல்களைக் கட்டமைக்க வேண்டும். நடந்து முடிந்த இனப் படுகொலையை நாம் உட்பட யாராலும் தடுத்து நிறுத்த முடியவில்லை. உலகம் எங்கும், தமிழ்நாட்டிலும் எழுச்சிமிகுந்த போராட்டங்கள் தமிழர்களால் நடத்தப்பட்டது. எத்தனையோ இராஜதந்திர நகர்வுகளை நாம் மேற்கொள்வதாகக் கருதிக்கொண்டு மிகுந்த நம்பிக்கையின் பேரில் செயற்பட்டோம். இருந்தபோதும் உலக நாடுகளை ஈழத்தமிழ் மக்களுக்கு ஆதரவாக வென்றெடுப்பதில் தோல்வியையே தழுவிக்கொண்டோம்..

தமிழ் மக்கள் படுகொலை செய்யப்பட்டமை குறித்து அனைத்துலக அளவில் எழுந்த கண்டனங்கள் வெற்றுச் சுலோகங்களாக நம் கண் முன்னேயே வீழ்ந்து மடிந்தன. தவிர அந்தப் படுகொலையை தடுத்து நிறுத்தவோ அல்லது போராளி இயக்கத்தைப் பாதுகாக்கவோ யாருமே முன்வரவில்லை.

ஆனால் சிறிலங்கா அரசாங்கமோ தற்போதைய உலக ஒழுங்கை நன்கு புரிந்துகொண்டு இந்து சமுத்திரப் பிராந்தியப் புவிசார் அரசியலை நன்கு பயன்படுத்தியும், அனைத்துலக ஒழுங்கு முறைமை இயங்கும் நடைமுறையைக் கருத்திற்கொண்டும் உலக நாடுகளை அது தனது பக்கம் பெரும் அணியாகச் சேர்த்துக் கொண்டு தமிழர் தேசம் மீதான போரை நடத்தியது.

இந்த இராஜதந்திரக் காய்நகர்த்தல்களின் பின்னணியிலேதான் மே மாதம் 27 ஆம் தேதி நடைபெற்ற ஐக்கிய நாடுகள் சபையின் மனித உரிமைகளுக்கான ஆணைக்குழுவின் சிறப்பு அமர்வில் சிறிலங்கா அரசு மேற்குலகின் எதிர்ப்பையும் மீறி வெற்றி ஈட்டியது. தொடர்ந்தும், அனைத்துலக சமூகத்தினை நுட்பமாக கையாண்டவாறு சிங்களப் பெருந்தேசியவாத மேலாண்மையை தமிழ் மக்கள் மீது திணிக்கவே சிறிலங்கா அரசு முயல்கிறது.

எனவே அடுத்த கட்டப் போராட்டத்தில் நாம் தனித்து நின்று செயற்பட்டு வெற்றி பெற முடியாது. பாதிப்புற்றிருக்கும் நமது மக்களுக்கு ஆதரவாக உலகை எவ்வாறு திருப்பப் போகிறோம்?

உலக ஒழுங்கு அறத்தின் பாற்பட்டுச் சுழல்வதல்ல. அது தனது நலன்கள் என்ற அச்சில்தான் சுழன்று கொண்டிருப்பது. ஆகவே இத்தகைய உலக ஒழுங்கில் நமக்கு ஆதரவாக உலக நாடுகளை வென்றெடுப்பது சாத்தியமாகுமா? இவ்வாறான விமர்சனங்களையே தமிழ்த் தேசியச் சார்பாளர்கள் முன் வைக்கின்றார்கள்.

எனவேதான் நாம் புதிதாய், புதிய சூழலில் சிந்திக்கத் தலைப்பட வேண்டுமாயிருந்தால்
தமிழ் மக்களுக்குள் உள்ளும், வெளியுமாய் ஜனநாயகச் சூழலுக்கான அத்திவாரம் கட்டமைக்கப்படுதல் வேண்டும். கேள்விகள், சந்தேகங்கள், மாற்றுக்கருத்துகள் ஆரோக்கியமான சமூக வாழ்வின் சகஜமான நிகழ்ச்சிப் போக்குகளாகும். வேகமாய் இயங்கிக் கொண்டிருக்கும் உலகில் மாற்றங்கள் நிகழ்ந்து கொண்டே இருக்கும் என்ற விதியை நாம் ஏற்பவர்களாக இருக்கும் பட்சத்தில் புலம் பெயர் வாழ்தமிழ்மக்களால் தற்போது திட்டமிடப்பட்டிருக்கும் நாடு கடந்த நிலையில் தமிழீழ அரசுக்கான பிரதிநிதிகளைத் தேர்வு செய்ய தமிழ்மக்கள் சார்ந்த அனைத்துக் கட்சிகளும் பங்குபற்றுவதற்கான ஜனநாயகத் தேர்தல் ஒன்றினை நாம் ஏன் நிகழ்த்த முடியாது?

அவ்வாறு நிகழ்த்துவதன் மூலம் ஈழத்தமிழ்மக்களுடைய அரசியல் உரிமைப் போராட்டத்தினை வரலாற்றின் அடுத்த கட்டத்திற்கு நகர்த்த முடியும்.

காற்றில் எழுதப்பட்ட
வரிகளை
சுவாசிக்கவும்
திராணியற்ற

சிவம்; மானுடத்தின் மீது காதல் கொண்ட மகத்தான மனிதர்

என்னோடு கடந்த வாரம் சனிக்கிழமை இரவு ஏறத்தாள ஒன்றரை மணிநேரம் “சென்ற்.ஜோர்ஜ்” சப்வேக்கு அருகாமையில் இருந்த “ரொறன்ரோ” பல்கலைக்கழக மண்டபத்திலே நடைபெற்ற கூட்டத்தை முடித்துக் கொண்டு “ஸ்காபுரோ ரவுண்சென்ரர்” கார்த்தரிப்பிடம் வரை நடந்து கொண்டும், “சப்வேயிலே” பயணித்தபடியும் உரையாடிக்கொண்டே வந்த “சிவம்” என்ற கலை, இலக்கிய நண்பர் அதற்கு மறுநாள் ஞாயிற்றுக்கிழமை உயிர் பிரிந்திருக்கின்றார். பத்து வருடங்களுக்கு முன்னரே நான் அவரைக் கண்டிருக்கின்றேன். அப்போது அவர் பெயர் எனக்குத் தெரிந்திருக்கவில்லை. ஆயினும் கரககரத்த அவர் “குரல் ஒலி” அவரை மற்றையோரிடம் இருந்து வேறுபடுத்திக் காட்டுகின்ற அடையாளமாக ஒலித்ததை என்னால் இன்னும் ஞாபகப்படுத்திக் கொள்ள முடிகிறது. அந்த நிகழ்வு ஏதோ ஓர் நூல் தொடர்பான “விமர்சனக் கூட்டத்தில்” ஏற்பட்ட சந்திப்பு என நினைக்கின்றேன். அன்று நான் அவரோடு அதிகம் பேசிக்கொள்ளவில்லை. ஆனால் கடந்த மூன்று வருடங்களாக அவரை அவ்வப்போது அடிக்கடி சந்திக்கும்படியான வாய்ப்புக்கள் ஏற்பட்ட வண்ணமேயிருந்தது. அவையெல்லாம் “இலக்கியச் சந்திப்புக்களாகவோ”, “நூல் வெளியீட்டு விழாக்களாகவோ”, “படைப்பிலக்கிய விமர்சனக் கூட்டங்களாகவோ” அல்லது இலங்;கையின் இனப்பிரச்சினை தொடர்பான “கருத்தரங்கங்களாகவோ” இருந்தன. அவற்றில் சில எனது வீட்டிலே கூட நடைபெற்றன. அந்தச் சந்திப்புக்களின் போதெல்லாம் அவர் என்னை நோக்கி வந்து “உரையாடலை” ஆரம்பிப்பது வழக்கமாயிருந்தது. அவர் என்னை நோக்கி, நோக்கியே வந்து கொண்டிருந்தார் என்பதே பொருத்தமான சொற்றொடர்.

முழுக்க முழுக்க இடதுசாரிச் சிந்தனைகளோடு பொதுவாழ்வுக்குள் பிரவேசித்த மனிதர் சிவம். தொழிலாளர்கள் தலைமையிலான “வர்க்கப் போராட்டத்தை” முன்னெடுத்து அதனை வெற்றிகொள்ளச் செய்வதன் மூலம் மனித சமூகத்தின் அனைத்துப் பிரச்சினைகளையும் ஓரளவு வெற்றி கொள்ள முடியும் என்ற “பொதுவுடமைச் சித்தாந்தத்தின்” அடித்தளத்தில் வேரூன்றியிருந்த நம்பிக்கையின் பாற்பட்டது அது. “இடதுசாரிச் சிந்தனைகள்” பரந்தும், “தேசிய இன ஒடுக்குமுறைக்கு” எதிரான உணர்வுகள் மேலோங்கியும் ஒருங்கிணைந்த நிலையில் அரசியலுக்குள் உந்தப்பட்டவன் நான். இன ஒடுக்குமுறையின் கொடூரத்தால் பாதிக்கப்பட்டு அரசியலுக்குள் ஈர்க்கப்பட்ட பலரை “இடதுசாரிக் கருத்தியல்கள்” ஆகர்சித்திருக்கின்றன. அண்மைக்கால உலக வரலாறுகள் எங்கணும் ஒடுக்கப்பட்ட மக்கள் தங்களது விடிவு குறித்துப் பிரக்ஞை கொள்ளவோ, போராடவோ புறப்படுகின்ற வேளைகளில் பல்வேறு காரணங்களை முன்வைத்துப் பொதுவுடமைக் கோட்பாடுகளைப் புறந்தள்ள முடியாத அக, புறச்சூழ்நிலகள் அவர்களுக்கு ஏற்பட்டுவிடுகின்றன. அந்த வகையில் இங்கு என்னை விடப் பத்து வருடங்களுக்கு முன்னால் பிறந்திருந்த சிவம் அவர்கள் இளவயதிலேயே “சமதர்மக் கருத்துக்களால்” ஈர்க்கப்பட்டு அன்று அவர் வாழ்ந்த யாழ்ப்பாணச் சமூகத்தில் நிலவிய சாதீய அடக்குமுறைகளுக்கு எதிரான “சமூகப் போராளியாகப்” பொதுவுடமைக் கட்சியொன்றின் பின்னணியோடு முகிழ்த்தெழுகின்றார்.

1949களில் இந்திய-பாகிஸ்தானியப் பிரஜாவுரிமைச் சட்டம் இலங்கைப் பாராளுமன்றத்தில் நிறைவேற்றப்பட்ட பின்னர் 1960 களில் “தமிழ்த் தேசியம்” மிகவும் வலுப்படைத்ததாக மாறுகின்ற தருணங்களிலேயும் தமிழ் பேசும் மக்களிடையே தம்மின மக்கள் என்று கூறிகொள்வோரிடையே ஒரு சாரார் பிறிதோர் சாராரை மனிதநேயத்திற்கு அப்பாற்பட்ட வகையில் சாதியின் பேரால் இழிநிலைக்கு உள்ளாக்குகின்ற கொடுமைகள் நிகழ்த்தப்பட்ட வண்ணமே இருந்தன. அவற்றின் கொடூரம் தற்போது தணிந்து காணப்பட்டாலும் நம்மவரிடையே சாதீயம் பல்வேறு வடிவங்களில் தொடரவே செய்கின்றன. சிவம் அவர்கள் வாழ்ந்த வடமராட்சிப் பிரதேசத்தில் சாதீய ஒடுக்குமுறைகள் உச்சம் பெற்றிருந்த காலகட்டத்திலே “தாழ்த்தப்பட்டவர்கள்” என்று கூறப்படுபவர்களுக்கு எதிராக மேல் சாதியினர் இழைத்த கொடுமைகளையெல்லாம் நேரிலேயே கண்டுகொள்ளும் வாய்ப்பு அவருக்கு இருந்திருக்கும். மற்றும் அவரது குடும்பப் பின்னணியில் பெரிய தந்தையார் பொன்.கந்தையா பொதுவுடமை இயக்கத்தின் தலைமைப்பீடத்தில் இருந்தவர். பருத்தித்துறைப் பாராளுமன்றத் தொகுதியில் பொதுவுடமைக்கட்சி சார்பில் போட்டியிட்டு வெற்றி பெற்ற ஒரே தமிழர். அப்பகுதி மக்களிடையே பெரும் செல்வாக்குடன் திகழ்ந்த தன்னலமற்ற தியாகி அவர். எனவே இயல்பாகவே “மனிதநேயம்” கொண்ட எவரையும் பற்றியிழுக்கக் கூடிய பொதுவுடமைக் கருத்தியல் கோட்பாடுகள் சிவம் என்ற மனிதரையும் காலூன்ற வைத்திருக்கின்றது சமூக ஒடுக்குமுறைத் தளத்தில்.

ஆனாலும் 1980களில் சிறுபான்மையினரான தமிழ்பேசும் மக்களுக்கு எதிராகச் சிங்களப் பேரினவாதம் கொடுஞ் சூறாவளியாக சுழன்று சூறையாடிய வேளைகளில் சிவம் போன்ற சமதர்மப் போராளிகள் இன,மத,மொழி பேதமற்றுத் தொழிலாள வர்க்கம் தலைமை தாங்க வேண்டிய வர்க்கப் போராட்டத்திற்;கும் அப்பால் அசுரபலம் கொண்டு ஆர்ப்பரிக்கின்ற தேசிய இன ஒடுக்குமுறை குறித்துத் தீவிரமாகச் சிந்திப்பவர்களாக மாற்றம் பெறுகின்றார்கள் என்பதையே என்னால் உய்த்துணரக் கூடியதாக இருக்கின்றது. எனவே அத்தகைய தேசிய இன ஒடுக்குமுறைக்கு எதிராகக் கிளர்ந்தெழுகின்ற தேசிய விடுதலைப் போராட்டம்; பொதுவுடமைக் கருத்தியல்கள் என்ற விழுதுகளைப் பற்றிக்கொண்டு எழ வேண்டும் என்ற எதிர்பார்ப்பையும் கொண்டவர்களில் ஒருவராகவே சிவம் அவர்கள் அமைந்திருந்திருப்பார் அல்லது அமைந்துள்ளார்.

அவர் என்னை நோக்கி ஓடியோடி வந்த வேளையில் எல்லாம் குறைந்த பட்ச வேலைத்திட்டத்தின் அடிப்படையில்; மானுடத்தின் விடுதலையை நேசிக்கின்ற சக்திகளுக்கிடையில் ஓர் புரிந்துணர்வை, ஐக்கியத்தை ஏற்படுத்திவிட வேண்டும் என்ற ஓயாத உந்துதல் அவர் மன ஆழத்தில் இருந்திருக்க வேண்டும். எனவேதான் அவர் என்னை மாத்திரமல்லாமல் இன்னும் பலரையும் நோக்கி ஓடிக்கொண்டே இருந்திருப்பார். இன்னும் சிலரை அவர் துரத்திக்கொண்டும் இருந்திருப்பதற்கான வாய்ப்புக்களைக் குறைத்து மதிப்பிடவும் முடியாமல் இருக்கின்றது. வெறுமனே தத்துவங்களை மாத்திரம் பேசிக்கொண்டிராமல் அரசியல், சமூக விடுதலைக்கான வேலைத்திட்டங்களையும் மேற்கொள்ள வேண்டுமென்று எண்ணுகின்ற நடவடிக்கையாளர்கள் வரலாற்றை முன்நோக்கி நகர்த்துவதற்கான அதீத ஆவலினால் இவ்வாறு உந்தப்பெற்று மிகச் சரியானவர்களைத் தேர்ந்தெடுப்பதற்காக அலைந்து கொண்டிருப்பார்கள். இவர்கள் தங்களை முன்னிறுத்திப் பிரபல்யம் பெறுகின்ற, இலாபம் தேடுகின்ற அரசியலுக்குள் தங்கள் மூக்கை நுழைத்துக் கொள்வதில்லை. இவர்களில் ஒருவராக “யார் குத்தியும் அரிசி ஆக வேண்டும்” என்பதால் தன் உளவியலை நிறைத்துக் கொண்டு திருப்தியடையும் மனிதராகவே சிவம் இப்போதும் என்முன் காட்சியளிக்கின்றார். சோவியத்யூனியன் சிதறுண்டு, பொதுவுடமை அரசுகள் வீழ்ந்து, செஞ்சீனத்துக்குள் திறந்த பொருளாதாரம் நுழைந்து பொதுவுடமைச் சித்தாந்தத்திற்கு என்னென்னவோ ஆகியபோதிலும், எப்படியிருந்த போழ்தும் சிவத்தின் ஆழ்மனம் அந்தச் சிந்தாந்தங்களை வலுவாக அணைத்தபடியே இருந்தது. அவை தொடர்பான விவாதங்கள் எங்கள் இருவரினதும் சம்பாசணைகளுக்குள் அகப்படாதபோதும் என்னால் அதை உறிதியாகக் கூறமுடியும். சிவம் என்ற மனிதரது வாழ்வியல் பரப்பென்பது எனது கண் நோக்கும் காட்சியெல்லைகளைக் கடந்தது. அவற்றில் நான் உற்று நோக்கும் சிறு துளிப்பிரதேசங்களைத் துல்லியப்படுத்துவதே இங்கு நான் மேற்கொள்ளும் வலிதான முயற்சி.;
கடந்த வருடம் நான் மற்றும் டானியல் ஜீவா, மெலிஞ்சிமுத்தன் ஆகிய மூவருமாக இணைந்து இலக்கியம் சார் உரையாடல்களுக்கான களத்தை இங்கு ரொறன்ரோவில் வேறோர் தளத்தில் திறப்பதற்கான முயற்சியை ஆரம்பித்திருந்தோம். பல்வேறு இலக்கிய நண்பர்கள் இலக்கியம் தொடர்பாக வௌ;வேறு வேலைத்திட்டங்களில் தங்களை ஈடுபடுத்திக் கொண்டிருந்தார்கள் என்பதையும் இங்கு நான் குறிப்பிட்டாக வேண்டும். இதன் முதற்கட்டமாக சில நூல்கள் குறித்த விமர்சனக் கூட்டங்கள் ஏற்பாடு செய்யப்பட்டன. அவ்வாறு ஏற்பாடு செய்யப்பட்ட கூட்டங்கள் அனைத்திற்க்கும் சிவம் அவர்கள் உரிய நேரத்திற்கு வருகை தந்து விடுவதோடு மட்டுமல்லாமல் தனக்குத் தெரிந்த இலக்கிய ஈடுபாடு கொண்டவர்களையும் அழைத்துக் கொண்டு வருவார். இளங்கோ எழுதிய “நாடற்றவனின் குறிப்புகள்” என்ற கவிதைத் தொகுப்பிற்கான விமர்சன உரையாடலை நாங்கள் ஓர் நாள் நிகழ்த்திக் கொண்டிருந்தோம். அப்பொழுது எனது முறை வந்தபோது கவிதை விமர்சனத்துக்குள் நுழைவதற்கு முன்பாக நான் கவிதை என்பதை எவ்வாறு வரையறுத்துக் கொள்வது, எழுதப்படும் எல்லா வரிகளையும் கவிதைகளாகக் கொள்ளலாமா? என்பது குறித்துக் கருத்துக்களை கூற ஆரம்பித்திருந்தேன். நான் தொடங்கிச் ஒரு,சில நிமிடங்கள் ஆகியிருக்கும். சிவம் அவர்கள் வாயை ஒருபக்கம் இழுத்து முகத்தைக் கோணலாக்கிக் கொண்டு “முரளி உதை விட்டிட்டு விசயத்துக்குப் வோவம்” என்றார். அன்று நான் அந்த விமர்சனக் கூட்டத்திற்கு மயிலிட்டியைச் சேர்ந்த எனது நண்பன் அருளையும் அழைத்து வந்திருந்தேன். கூட்டம் முடிவடைந்து வீட்டுக்குச் சென்ற அருள் “ஏன் மச்சான் அவர் உன்னோடை உப்பிடிக் கதைச்சவர்” என்று தொலைபேசி மூலம் என்னிடம் விசாரித்தான். எனது நண்பன் இலக்கியப் பரிச்சயம் இல்லாதவன். அதற்கும் அப்பால் ஏன் அவர் அவ்வாறு சொன்னார் என்பதற்குப் பதிலாக நாங்கள் ஒவ்வொருவரும் எங்கள் நோக்கில் பல்வேறு விடைகளையிறுத்து விடலாம். அவ்வாறு சொல்லப்படும் விடைகளில் சிலவோ, பலவோ என்னைக் கசப்பில் ஆழ்த்துவதாகவும் அமையலாம். எதுவாக இருந்தபோதிலும் விசயத்துக்குள் துரிதமாகச் சென்று விடவேண்டும் என்ற அந்தரமே அவ்வாறு அவர் கூறியதற்கான காரணமாக என்னால் கற்பித்துக் கொள்ள முடிகிறது.

மீண்டும் இக்கட்டுரையின் முதல் பந்திக்கு வருகின்றேன். என்னோடு கடந்த வாரம் சனிக்கிழமை இரவு ஏறத்தாள ஒன்றரை மணிநேரம் நடந்து கொண்டும், “சப்வேயிலே” பயணித்தபடியும் உரையாடிக்கொண்டே வந்த “சிவம்” எதையெல்லாம் பற்றி என்னோடு உரையாடிக்கொண்டு வந்தார் என்பதை பதிவுக்குள்ளாக்க வேண்டிய பணி என்னிடம் ஒப்படைக்கப்பட்டுள்ளதாகவே நான் கருதுகின்றேன். அப்போது எங்களோடு சிவத்தின் நண்பரான அருளும் உடனிருந்தார். அதில் ஓர் பகுதியை அவருடைய இறுதி அஞ்சலிக்கான கூட்டத்தின் போது உரையாற்றியவேளையில் நிறைவேற்றிவிட்டேன். மீண்டும் எழுத்தில் பதிவுக்குள்ளாக்க வேண்டியுள்ளது மிகச்சுருக்கமாக சில வரிகளில். “முரளி இன்று வன்னிப்பிரதேசங்களி;ல் வாழும், போராடும் பொதுமக்களோ , போராளிகளோ அல்லது போராளித் தலைவர்களோ கொல்லப்படக் கூடாது. அவர்கள் அனைவரையும் காப்பாற்றுவதற்கு எங்களால் முடிந்ததைச் செய்யவேண்டும்” என்ற வார்த்தைகளே சிவம் அவர்கள் என்னிடம் விட்டுச் சென்றவை.
எனவேதான் எம்மையெலாம் விட்டுப்பிரிந்து போன சிவம் என்ற அந்த மனிதரை “மானுடத்தின் மீது காதல் கொண்ட மகத்தான மனிதர்” என்று அழைக்க எனது மனம் அவாவுறுகின்றது.
